PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Veterans Affairs this class is accountable for the overall operation and administration of the clinical laboratory and supervision of staff engaged in performing chemical, hematological, bacteriological, histological, and microscopic examinations.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Medical Technologists and other laboratory personnel of lower grade.

EXAMPLES OF DUTIES

  • Supervises the operation and administration of the clinical laboratory; 
  • Coordinates laboratory workflow and determines priorities; 
  • Schedules, assigns, oversees and reviews work; 
  • Develops or makes recommendations on development of policies and standards; 
  • Establishes and maintains laboratory processes and procedures in accordance with applicable Clinical Laboratory Improvement Amendment (CLIA) regulations; 
  • Ensures duties are properly performed and applicable CLIA regulations are met; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Acts as liaison with other operating units, agencies and outside officials regarding laboratory policies and procedures; 
  • Performs more difficult and complex analyses and examinations; 
  • Investigates new clinical laboratory techniques; 
  • Supervises preparation and standardization of stock and standard solutions; 
  • Prepares requisitions and purchase orders and checks incoming supplies and equipment; 
  • Prepares reports and correspondence; 
  • May give lectures and perform laboratory demonstrations; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • chemistry, biology, hematology, histology, urinalysis and bacteriology; 
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations; 
    • chemical and microscopic testing; 
    • laboratory instrumentation and equipment; 
    • standard laboratory procedures including safety practices; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
    • skill in performing mathematical computations; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Incumbents in this class must possess and maintain the appropriate licensure for a licensed clinical laboratory with the State of Connecticut, Department of Public Health.

SPECIAL REQUIREMENTS

Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.

WORKING CONDITIONS

Incumbents in this class may be exposed to communicable diseases and hazardous substances.
