PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Department of Mental Health and Addiction Services hospital or facility this class is accountable for directing all clinical services.

SUPERVISION RECEIVED

Receives administrative or executive direction from the Mental Health Superintendent or other administrator of higher grade.

SUPERVISION EXERCISED

Directs all personnel assigned to treatment services for patients.

EXAMPLES OF DUTIES

  • Administers staff and operations of program;
  • Develops, implements and evaluates program policies, goals and objectives;
  • Designs and develops programs and activities;
  • Implements new procedures and procedural revisions;
  • Determines appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for program staff;
  • Prepares program budget;
  • Maintains contacts with individuals within and outside of program who might impact policy program activities;
  • Develops and administers a quality assurance program for all clinical services;
  • Conducts staff meetings involving chiefs of services and department heads;
  • Reviews all treatment and rehabilitation activities;
  • Coordinates clinical treatment training and research activities;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of medicine with particular reference to diagnosis and treatment of individuals with intellectual disability;
    • recent developments in field of psychiatry;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
    • skill in mental and physical diagnosis;
  • Teaching ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in a hospital or clinic as a staff psychiatrist.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been as a psychiatrist in the administrative or clinical supervision of an assigned area.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess a license to practice medicine and surgery in Connecticut.
  • Incumbents in this class must be certified as specialists in psychiatry by the American Board of Psychiatry and Neurology.
