PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Developmental Services, in a Region or Training School this class is accountable for directing the planning and organization of a variety of complex program services for individuals with an intellectual disability in one of the following areas: Day Services, Residential Programs or Family Services.
SUPERVISION RECEIVED
Receives administrative direction from the Developmental Services Regional Director, Training School Director or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff in a Region or Training School.
EXAMPLES OF DUTIES
- Directs staff and operations of program services provided to individuals with an intellectual disability in one of the following areas: Day Services, Residential Services or Family Services;
- Coordinates, plans and manages development and implementation of a service system for individuals with an intellectual disability in services such as Residential Services, Social Services, Community Services, Psychology and Nursing;
- Assists in development of regular community programs that service individuals with an intellectual disability such as transportation, recreation, medical and therapeutic services, employment and housing;
- Oversees or manages a staff engaged in daily operation of resource services such as case management, clinical services, staff training, day services (children and adult programs) or residential services (e.g. campus units, group homes, community companion homes, apartment living and respite service);
- Acts as liaison with parents, citizens advocacy and advisory groups, private providers and interested citizens and participates in planning and program monitoring;
- Directs placement of individuals with an intellectual disability from training schools to regional residences and day services;
- Assures receipt of case management and program support service to individuals with an intellectual disability;
- Identifies necessary programs and develops work plans to ensure service availability;
- Participates in monitoring public and private programs, evaluation of reports and development of plans of correction as needed;
- Assures protection of individuals with an intellectual disability from abuse, neglect and other prohibited practices;
- Develops and implements plans of correction with Office of Protection and Advocacy;
- Participates in development and implementation of contracts with private providers for purchase of needed services and monitors delivery of contracted services;
- Maintains a five-year plan for individuals with an intellectual disability receiving or requiring services and issues annual updates;
- Conducts staff performance evaluations and reviews staff progress in enhancing performance;
- Identifies areas of staff training and provides on-going training;
- Develops budget requests and allocation plans;
- Monitors expenditure reports for units administered;
- Assures adherence to department policies, procedures and regulations and applicable federal, state and local statutes and regulations;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.
APPOINTMENT
In accordance with Section 17a-272 (formerly 19a-447) of the Connecticut General Statutes each Director may, with the approval of the Commissioner of Developmental Services, appoint four Assistant Directors. Assistant Directors shall be removable by the Director.
