PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for directing the design, implementation and sustained improvement of cost effective processes and systems to provide quality family and individual support and services for in-home care.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Directs staff and operations of systems to provide quality family and individual support and services for in-home care;
  • Designs and implements best practice processes, systems and services for family and individual support for a life-cycle of quality care including but not limited to education, transition coordination, clinical support and services, temporary family assistance, one time grants and respite care to encourage in-home care;
  • Coordinates, plans and manages process and system improvement changes with each region;
  • Formulates program goals and objectives;
  • Develops or assists in development of related policies;
  • Interprets and administers pertinent laws;
  • Prepares or assists in preparation of program budget;
  • Maintains contacts with individuals within and outside of agency who might impact on family and individual support services;
  • Leads and guides regional and central office senior management in family services process and system changes;
  • Monitors and measures results to ensure change improvement;
  • Meets with families and individuals to assess and ensure meeting of requirements;
  • Creates a platform to establish dialogue with families;
  • Leads and guides family network to strengthen efforts to outreach to families in need of services and supports;
  • Represents agency on the Council on Developmental Disabilities and other organizations advocating for individuals with an intellectual disability;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May attend relevant courses and workshops to provide and maintain progressive, streamlined and responsive services to families and individuals;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

    • local community resources and services including those provided by social services agencies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of professional experience providing guidance, services and/or support to families in a developmental services setting which includes intellectual disabilities and/or autism.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a managerial or consultative capacity with programmatic and administrative responsibility including some experience in process design, process improvement, implementation and control for services and supports provided to families and individuals.

NOTE: Process improvement is defined as including analysis of the current state of being, planning change, implementing change, measuring results, improving upon the change and controlling the new process and systems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in developmental disabilities and habilitation, social work or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in developmental disabilities and habilitation, social work or a related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
