PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Mental Health and Addiction Services this class is accountable for directing resources to provide a continuum of care for behavioral health services.
SUPERVISION RECEIVED
Receives administrative direction from the Mental Health Superintendent 2 or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff of program.
EXAMPLES OF DUTIES
- Directs staff and operations of program;
- Develops plans and guidelines and monitors resource development programs including development of housing and other support systems for behavioral health services;
- Reviews and analyzes existing regulations, policies, plans and resources affecting program;
- Meets with local, regional and state agencies in order to identify needs that arise as a result of behavioral health services for clients and develops plans and policies to meet those needs;
- Directs implementation of systems designed to meet physical and staffing requirements of program;
- Encourages communities, municipalities and private organizations to establish facilities and programs for behavioral health services;
- Provides consultation to education department staff, community agencies and housing developers about development and operation of housing for clients;
- Advises and assists community mental health entities in identification of specific funding available for housing development;
- Monitors and evaluates federal and state housing finance policies and regulations to identify strategies for development of housing;
- Coordinates with federal and state entities development and enhancement of housing finance programs;
- Analyzes future treatment trends and resultant staff requirements;
- Assesses availability of these resources;
- Develops and monitors training and recruitment programs designed to enhance that availability;
- Identifies and acquires sources of funds for staff development;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in the development and/or administration of behavioral health programs and services.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity directing programs and services related to behavioral health.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College education may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in health planning or administration, hospital administration, mental health administration, public health or a closely related field may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
