PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Public Health, Infectious Disease Section, this class is accountable for directing the Epidemiology and Emerging Infections Program for the prevention and control of infectious and other diseases.
SUPERVISION RECEIVED
Receives executive
direction from the Director of Infectious Diseases or other administrative official of
higher grade.
SUPERVISION EXERCISED
Directs staff of program.
EXAMPLES OF DUTIES
- Directs staff and
operations of Epidemiology and Emerging Infections Program;
- Coordinates, plans and
manages program activities;
- Formulates program goals
and objectives;
- Develops or assists in
the development of related policy;
- Interprets and administers
pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation
of program budget;
- Maintains contacts with
individuals both within and outside of program who might impact program
activities;
- Oversees grant preparation
and monitoring;
- Oversees field
investigations/surveillance of infectious disease and foodborne, waterborne and
institutional outbreaks of illness throughout the state;
- Advises physicians,
hospitals and local health departments on a variety of infectious disease
issues;
- Designs and implements
special epidemiological studies, writes strategic and operational plans
regarding infectious disease;
- Drafts regulations and
legislation and prepares written legislative testimony;
- Educates the public,
students, medical and public health professionals on infectious disease;
- Precepts students in
public health related fields;
- Prepares scientific
papers and reviews scientific papers prepared by staff;
- Communicates with the
media on public health issues;
- Represents the agency on
federal and state advisory groups;
- Serves as a liaison
regarding infectious disease surveillance and control to the Centers for
Disease Control and Prevention;
- Participates in the
Incident Management Team;
- Acts in the absence of
the Director of Epidemiology;
- Leads the recruitment
and hiring of staff, including outreach, interview and selection;
- Performs related duties
as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Two (2) years of experience in medical practice involving infectious diseases, preferably including public health work or in public health practice involving infectious diseases.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess a license to practice medicine and surgery in Connecticut. A temporary permit may be granted for a period not to exceed one (1) year.
- Completion of medical residency must be in internal medicine, pediatrics, family practice or preventive medicine.
- Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable or infectious diseases.
- Incumbents in this class may be required to travel.
