PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Motor Vehicles this class is accountable for supervising law enforcement activities of a major program.
SUPERVISION RECEIVED
Receives general direction from a Motor Vehicle Division Chief or other
official of higher grade.
SUPERVISION EXERCISED
Supervises Motor Vehicle
Sergeants, Motor Vehicle Inspectors, and other personnel as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees, and reviews work of staff for accuracy, effectiveness and conformance with policy;
- Oversees training and development;
- Conducts or oversees performance evaluation and discipline;
- Determines priorities and plans unit work;
- Establishes and maintains unit procedures;
- Develops and makes recommendations on the development of policies and standards;
- Acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Oversees criminal and internal investigations;
- Conducts continuous appraisal of operations and recommends or institutes corrective action as required;
- Prepares reports and correspondence;
- Oversees recordkeeping and other administrative activities;
- Testifies at administrative hearings and in court;
- May oversee and implement agency security measures and security personnel;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- the motor vehicle laws and the regulations;
- relevant state and federal laws, statutes, regulations;
- the parts and equipment of motor vehicles;
- the methods of operation of motor vehicle dealers, repairers, wrecker operators, motor carriers and school bus/student transportation vehicle operators;
- Considerable
- interpersonal skills;
- oral and written communication skills;
- Considerable ability to
- accurately evaluate situations and make effective decisions;
- conduct thorough investigations and prepare comprehensive written reports;
- Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in the repair of motor vehicles or in
related investigatory or regulatory work.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the level of
Motor Vehicle Sergeant or its equivalent.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and maintain certification as a law enforcement officer in the State of Connecticut pursuant to Section 7-294a-e of the Regulations of Connecticut State Agencies and the regulations promulgated by the Police Officer Standards and Training Council.
- Incumbents in this class must possess and maintain authority from the Commissioner of Motor Vehicles to arrest and present before the designated authority any person for violation of any statute or regulation relating to motor vehicles. (Connecticut General Statutes, Section 14-8).
- Incumbents in this class must possess and retain a valid Connecticut Motor Vehicle Operator's license.
- Incumbents in this class must possess and maintain North American Standard Inspection (NASTI) Certification in North American Standard Driver – Vehicle Inspection. Incumbents in this class must be eligible and qualified to bear arms.

In accordance with applicable collective bargaining agreement's compensation guidelines.
