PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Economic and Community Development this class is accountable for directing and overseeing a full range of economic and research activities.
SUPERVISION RECEIVED
Receives administrative direction from a Community Development Administrator or other administrative official of higher grade.
SUPERVISION EXERCISED
Directs Economists and other staff as assigned.
EXAMPLES OF DUTIES
- Directs staff and operations of agency's research and planning unit;
- Coordinates, plans and manages unit activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Prepares or assists in preparation of unit budget;
- Maintains contacts with individuals within and outside of unit who might impact program activities;
- Manages staff in development of economic analysis, forecasting and planning for various facets of state fiscal conditions and policy for potential economic development projects;
- Oversees econometric modeling and impact analysis services to other state agencies;
- Deduces facts of research findings and recommends programs or projects;
- Participates in planning, implementing and monitoring of complex agency econometric, planning and research projects;
- Participates in design, development and implementation of appropriate agency information management systems for econometric studies and planning;
- Develops and maintains processes/systems, procedure manuals, forms and recordkeeping functions;
- Serves as technical liaison to the University of Connecticut's Department of Public Policy and Research Institute relative to economic modeling projects and other collaborative efforts;
- Prepares complex reports and research papers;
- Serves as agency spokesperson on economic matters and economic impact analyses;
- Makes presentations to various groups;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May serve on various committees;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes and regulations;
- relevant agency policies, procedures and/or operations;
- economics and public finance;
- methods of research design, statistical analysis and database management;
- economic forecasting, econometric modeling and impact analyses,

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Doctorate degree in economics and three (3) years of experience in econometric modeling, and preparing, analyzing and evaluating economic and fiscal impact studies.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
