PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for applying professional knowledge as a Dietitian/Nutritionist, Clinical Social Worker, Occupational Therapist, Physical Therapist, or Speech Language Pathologist in the enforcement, inspection, licensure, consultation and implementation or assessment of health care programs and facilities and other licensed entities.

SUPERVISION RECEIVED

Works under the general supervision of a Supervising Nurse Consultant (Facility Licensing and Investigation Section), Supervising Health Facility Surveyor or other employee of higher grade.

SUPERVISION EXERCISED

May supervise/lead professional and clerical staff as assigned.

EXAMPLES OF DUTIES

  • Provides consultation to state licensed health care facilities and institutions and to unlicensed facilities to bring them into compliance with statutes, work with community institutions and individuals regarding planning, implementation and evaluation of care services, home health services and specialized problems in public health;
  • Performs on-site inspection surveys of health care or psychiatric facilities and provides consultation regarding licensure and certification laws, regulations and policies;
  • Evaluates quality of services rendered by facility;
  • Monitors facilities during strikes;
  • Prepares relevant federal and state forms and reports;
  • May testify in court relative to findings of inspections and/or investigations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • standards of care and service delivery in the area of nutrition, social work, physical therapy, occupational therapy, and/or speech language
    • pathology within nursing homes, hospitals, and other health care facilities and institutions; o relevant state and federal laws, statutes and regulations;
    • principles and practices pertinent to community processes;
  • Knowledge of state or federal regulations and professional standards relative to health care facilities or programs;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • plan, implement and evaluate programs;
    • collect and analyze data;
    • operate computer-based programs;
    • prepare forms and reports containing findings, conclusions, and recommendations;
    • effectively resolve difficult or controversial situations;
    • interpret and apply regulatory requirements.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience working as a registered Dietitian/Nutritionist in a position involving administration, consultation, education or supervision.

OR

Four (4) years of experience as a licensed Clinical Social Worker, Occupational Therapist, Physical Therapist or Speech Language Pathologist in a position involving administration, consultation, education or supervision.

NOTE:
  • Administrative capacity is interpreted as having managerial responsibility in setting and implementing policies, carrying out program planning, and evaluating and coordinating special projects, etc. in the area specified in the appropriate licensure/certification.
  • Consultative capacity is interpreted as the providing of professional expert advice to other than subordinate staff on major programmatic issues in the in the area specified in the appropriate licensure/certification.
  • Educational capacity is interpreted as experience in a full time professional educational position instructing professionals in a formalized program or teaching students in an undergraduate or graduate program in the area specified in the appropriate licensure/certification.
  • Supervisory capacity is interpreted as having administrative supervision of professional staff.

SPECIAL REQUIREMENTS

  • Incumbents must possess and maintain one of the following:
    • Registration as a Registered Dietitian (RD) through the Commission on Dietetic Registration AND certification as a Dietitian/Nutritionist issued by the Connecticut State Department of Public Health in accordance with Connecticut General Statutes Section 20-206n and 20-206r.
    • Licensure as a Clinical Social Worker in the State of Connecticut pursuant to Sec. 20-195 (m) through (r) of the Connecticut General Statutes.
    • Licensure as an Occupational Therapist issued by the Connecticut State Department of Public Health in accordance with the applicable Connecticut General Statutes.
    • Licensure as a Physical Therapist issued by the Connecticut State Department of Public Health in accordance with the applicable Connecticut General Statutes.
    • Licensure as a Speech and Language Pathologist issued by the Connecticut Department of Public Health in accordance with the applicable Connecticut General Statutes.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
