PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health this class is accountable for supervising staff in a major program which requires the application of professional healthcare knowledge.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises Health Facility Surveyors and other personnel as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance;
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence;
  • Speaks to professional and lay groups;
  • Participates as a member of professional and lay group committees established to upgrade health care services;
  • Conducts on site visits to facilities independently or as team leader to resolve special problems;
  • May testify in court on state and federal policies and regulations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • principles and practices of patient care, administration and education;
    • standards of care and service delivery in licensed health care facilities or institutions, community based nursing agencies, local health departments, licensed home health agencies and ambulatory care facilities;
    • local, state and federal health agencies and programs;
    • standards in long term care facilities;
    • hospital patient care services;
    • skilled nursing facilities and intermediate care facilities organization and operational problems;
  • Considerable understanding of provisions of medical, nutrition, social work, physical therapy, occupational therapy, and/or speech language pathology in a variety of settings;
  • Considerable
    • interpersonal skills
    • oral and written communication skills;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience working as a registered Dietitian/Nutritionist in a position involving administration, consultation, education or supervision.

OR

Five (5) years of experience as a licensed Clinical Social Worker, Occupational Therapist, Physical Therapist or Speech Language Pathologist in a position involving administration, consultation, education or supervision.

NOTE:
  • Administrative capacity is interpreted as having managerial responsibility in setting and implementing policies, carrying out program planning, and evaluating and coordinating special projects, etc. in the area specified in the appropriate licensure/certification.
  • Consultative capacity is interpreted as the providing of professional expert advice to other than subordinate staff on major programmatic issues in the area specified in the appropriate licensure/certification.
  • Educational capacity is interpreted as experience in a full time professional educational position instructing professionals in a formalized program or teaching students in an undergraduate or graduate program in the area specified in the appropriate licensure/certification.
  • Supervisory capacity is interpreted as having administrative supervision of professional staff.

SPECIAL REQUIREMENTS

  • Incumbents must possess and maintain one of the following:
    • Registration as a Registered Dietitian (RD) through the Commission on Dietetic Registration AND certification as a Dietitian/Nutritionist issued by the Connecticut State Department of Public Health in accordance with Connecticut General Statutes Section 20-206n and 20-206r.
    • Licensure as a Clinical Social Worker in the State of Connecticut pursuant to Sec. 20-195 (m) through (r) of the Connecticut General Statutes.
    • Licensure as an Occupational Therapist issued by the Connecticut State Department of Public Health in accordance with the applicable Connecticut General Statutes.
    • Licensure as a Physical Therapist issued by the Connecticut State Department of Public Health in accordance with the applicable Connecticut General Statutes.
    • Licensure as a Speech and Language Pathologist issued by the Connecticut Department of Public Health in accordance with the applicable Connecticut General Statutes.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
