PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for acting as a working supervisor over a localized emergency dispatch operation (e.g. Troops, Message Center or Watch Center) engaged in providing communication links between law enforcement, emergency services and the general public having statewide and nationwide impact.
SUPERVISION RECEIVED
Receives general direction from an administrative official of higher grade.
SUPERVISION EXERCISED
May lead a staff of emergency dispatchers and other staff as assigned.
EXAMPLES OF DUTIES
- Assigns, oversees and reviews work of dispatchers to ensure that all communications are handled properly;
- Assists with scheduling and ensuring complete coverage including third shift, weekends and holidays;
- Provides staff training and assistance;
- Assists in conducting performance evaluations;
- Keeps supervisor appraised of performance issues or disciplinary problems;
- Maintains and reviews written records and logs of shift activity;
- Independently responds to calls from the general public, determines and evaluates whether emergency or non-emergency, prioritizes accordingly and takes appropriate action;
- Operates, monitors and maintains various complex communications equipment such as digital radio communications systems, computer aided dispatch (CAD), multi-line telephone system, enhanced 911 telephone system, surveillance video systems, security and fire alarm systems, telecommunication device for the deaf and hard of hearing (TDD) and other office related communications equipment;
- Dispatches responses to multi-emergencies simultaneously and formulates strategies required to expedite resolution of these situations;
- Maintains radio communications with various law enforcement and emergency services personnel both statewide and nationwide;
- Researches and provides sensitive information on matters such as stolen vehicles, criminal records, motor vehicle data and law enforcement information to both statewide and nationwide law enforcement and emergency services personnel;
- Coordinates emergency and specialized personnel mobilization efforts with Emergency Services and Division of Fire, Emergency and Building Services when emergency situations occur such as bomb threats, drownings, searches, rescues, arson, etc.;
- Coordinates, contacts, advises and apprises agency units and/or agencies such as the Federal Bureau of Investigation, Federal Aviation Administration, Departments of Consumer Protection and Energy and Environmental Protection and local police departments regarding incidents of special concern within their jurisdiction;
- Interprets and applies state statutes and regulations related to various law enforcement and criminal issues;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of

- terminology, coding, symbols and standard abbreviations used in radio communications;
- laws, rules and regulations governing radio communications equipment;
- Knowledge of and ability to interpret and apply state and federal laws, statutes, regulations and procedural guidelines relating to law enforcement;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in emergency dispatching and responding to 911 calls, at the level of a State Police Dispatcher.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain certification as a Telecommunicator.
- Incumbents in this class must possess and retain certification in National Crime Information Center (NCIC) and Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) systems.
- Incumbents in this class must possess a high school diploma or certification of having passed the General Educational Development (GED) examination.
- Incumbents in this class may be required to work a schedule that includes weekends, evenings and holidays.
CHARACTER REQUIREMENTS
In addition to the checking of references and facts stated in the application a thorough background investigation of each candidate will be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
- A physical examination may be required by the appointing authority.
- Incumbents in this class must possess normal hearing and vision.
WORKING CONDITIONS
Incumbents in this class may be required to work in tiring positions for long periods of time in a stressful environment.
APPOINTMENT
Non-Examined refers to Section 5-219 of the Connecticut General Statutes which permits appointment of candidates to competitive positions without formal examination when a professional license, professional degree, accreditation or certificate is a mandatory requirement for appointment to a class.
