PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection, State Police Message and Watch Center this class is accountable for coordinating emergency dispatch operations throughout the state.
SUPERVISION RECEIVED
Receives general direction from an administrative official of higher grade.
SUPERVISION EXERCISED
May lead a staff of emergency dispatchers and other staff as assigned.
EXAMPLES OF DUTIES
- Leads communications activities between law enforcement, emergency services and the general public having statewide and nationwide impact;
- Reviews the work of emergency dispatchers to ensure all communications are handled properly and follow agency procedures;
- Provides staff training and assistance including guidance through unique incidents;
- Provides counseling while keeping supervisors appraised of performance issues or disciplinary problems;
- Prepares and/or provides input into performance evaluations;
- Establishes and maintains unit procedures;
- Makes recommendations on the development of Message Center and Watch Center policies and procedures;
- Maintains all Message Center and Watch Center policies and procedural guidelines and/or manuals;
- Implements and maintains statewide policies and procedural guidelines;
- Responds to oral and written inquiries for information and assistance;
- Assists in the recruitment and selection of personnel;
- Acts as liaison with operating units within and outside the agency, outside officials and the public regarding policies and procedures;
- Monitors and ensures the maintenance of various complex communication and safety and security systems;
- Dispatches and responds to multiple emergencies simultaneously and formulates strategies required to expedite resolution of these situations, as needed;
- Maintains radio communications with various law enforcement and emergency services personnel both statewide and nationwide;
- Researches and provides sensitive information;
- Coordinates emergency and specialized personnel mobilization efforts;
- Coordinates, contacts, advises and appraises agency units and/or agencies such as the Federal Bureau of Investigation, Federal Aviation Administration, Departments of Consumer Protection and Energy and Environmental Protection and local police departments regarding incidents of special concern within their jurisdiction;
- Interprets and applies state statutes and regulations related to various law enforcement and criminal issues;
- Prepares reports and correspondence;
- Maintains daily records and activity logs;
- Reviews written records and logs of shift activity;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in emergency dispatching and responding to 911 calls.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the level of a State Police Lead Dispatcher responsible for guiding the activities of emergency dispatch personnel.
SPECIAL REQUIREMENTS
- Incumbents in this class must possess and retain certification as a Telecommunicator.
- Incumbents in this class must possess and retain certification in National Crime Information Center (NCIC) and Connecticut On-Line Law Enforcement Communication Teleprocessing (COLLECT) Systems.
- Incumbents in this class must possess a High School Diploma or certification of having passed the General Educational Development (GED) examination.
- Incumbents in this class may be required to work a schedule that includes weekends, evenings and holidays.
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
CHARACTER REQUIREMENTS
In addition to the checking of references and facts stated in the application a thorough background investigation of each candidate may be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
- A physical examination may be required by the appointing authority.
- Incumbents in this class must possess normal hearing and vision.
WORKING CONDITIONS
Incumbents in this class may be required to work in tiring positions for long periods of time in a stressful environment.
APPOINTMENT
Non-examined refers to Section 5-219 of the Connecticut General Statutes which permits appointment of candidates to competitive positions without formal examination when a professional license, professional degree, accreditation or certificate is a mandatory requirement for appointment to a class.
