PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for performing the most complex tasks in the development and implementation of operations and management audits of public utility companies operating in Connecticut.
SUPERVISION RECEIVED
Works under the limited supervision of the Public Utilities Manager of Utilities Operations and Management Analysis.
SUPERVISION EXERCISED
May lead lower level employees as assigned.
EXAMPLES OF DUTIES
- Performs the most complex duties in the area of operations and management audits of public utility companies;
- Develops and monitors audit programs identifying the scope and plans for audits;
- Performs the most complex analyses;
- Oversees the technical review of ongoing management audits of large utility companies;
- Supervises and monitors the internal audit staff of the utility companies and the independent management consultants assigned;
- Reviews periodic progress reports submitted by the management consultants;
- Assesses the direction and progress of the audit and consults with the consultant as to the focus of future efforts;
- Evaluates the recommendations arising from the management audits and advises as to their appropriateness;
- Establishes appropriate follow-up procedures for the implementation of approved recommendations;
- Coordinates studies with other units within the Department as necessary;
- Assists in developing the scope and specifications of studies to be performed under contract;
- Supervises the review of qualifications and work proposals submitted by management consultants and recommends the appropriateness of individual consultants and their proposals to perform specific audits;
- In complex cases, cross-examines witnesses at formal proceedings and informal meetings;
- Participates in the selection of consultants for management analysis and other regulatory work;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- management analysis techniques and approaches with emphasis on organization development, corporate structure, financial forecasting methods and cost reduction techniques, manpower, space and equipment utilization;
- the principles, practices and techniques involved in public utility management and operation;
- Knowledge of accounting procedures and practices;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of technical level experience in the field of methods and procedures analysis.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at or above the working level of a Utilities Operations Analyst.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
