PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Military Department this class is assistant to the Adjutant General and accountable for administering maintenance, inventory, property management and operations of military property throughout the state.
SUPERVISION RECEIVED
Receives administrative direction from the Adjutant General.
SUPERVISION EXERCISED
May direct facility maintenance or other property staff.
EXAMPLES OF DUTIES
- Supervises, directs and coordinates the maintenance, replacement and repair of all real estate and physical property under the jurisdiction of the Military Department;
- Plans and administers alteration projects for the state and federal government;
- Performs inspection upon completion and makes recommendations to proper authority;
- Liaison to state or federal agencies involved;
- Participates in the preparation of proposed annual equipment (capital outlay) budget and other executive and statutory reports of the Military Department;
- Performs emergency repairs to safeguard life and property;
- Investigates and prepares reports of damage to Military installations, with estimated costs of repairs and insurance claims when required;
- Reviews invoices and confirms receipt of services and commodities supplied by vendors and contractors;
- Coordinates acquisition of land for Military purposes and disposition of surplus Military property;
- Acts as rental administrator for public use of Military facilities;
- Manages vehicles (owned and leased through DAS) assigned to Military department including but not limited to maintenance, operator usage and tracking systems and replacements;
- Performs inventory control and tracking over state-owned weapons, instruments, equipment, horses and other physical property;
- Supervises and directs assigned agency employees;
- Performs related as work as required.
KNOWLEDGE, SKILL AND ABILITY
- Knowledge of
- the methods, materials and equipment used in the maintenance, repair and operation of buildings;
- materials and methods of building construction;
- Connecticut General Statutes and Regulations of Connecticut state agencies and ability to interpret them;
- property management practices including but not limited to administration of lease agreements of Connecticut state property;
- Skills

- Considerable ability to plan, supervise and inspect building repair, alteration and maintenance work;
- Ability to
- prepare and review specifications, cost estimates and budgets;
- prepare comprehensive technical and administrative written and oral reports;
