PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for acting as a working supervisor for staff engaged in the investigative process in response to allegations of abuse and/or neglect in a region or training school.

SUPERVISION RECEIVED

Receives general direction from a Developmental Services Director of Investigations or other employee of higher grade.

SUPERVISION EXERCISED

Leads professional and clerical staff of the program and other staff as assigned.

EXAMPLES OF DUTIES

  • Plans unit workflow and determines priorities;
  • Schedules, assigns, oversees and reviews work of staff;
  • Assists staff in reviewing caseload needs and establishing work plans and priorities;
  • Collaborates with staff on setting objectives and strategies for pursuing complex cases;
  • Assists directly in conducting difficult interviews and/or meetings;
  • Responds to inquiries and answers complaints about program operations from service providers and the public;
  • Consults with regional and/or training school director and staff to determine investigative response to allegations of abuse and/or neglect;
  • Provides direction and support to regional and facility investigators;
  • Monitors investigations to ensure timely completion consistent with departmental investigation protocol;
  • Works with human resource and law enforcement personnel on administrative and/or legal actions resulting from investigations;
  • Analyzes training needs;
  • Provides training and technical assistance to staff;
  • Assists Director in planning, organizing, directing and evaluating program activities;
  • Assists in recruitment and selection of staff;
  • Assists in development and maintenance of public information programs;
  • Performs public speaking assignments;
  • Establishes and maintains relations with human service providers and community groups impacting program activities;
  • Participates on task forces and coalitions to effect systems changes;
  • Handles higher level contacts with agency directors, commissioners and other representatives of relevant interest groups as necessary;
  • May directly conduct complex investigations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • policies, principles and procedures relative to rights, care and treatment of persons with an intellectual disability and/or other disabilities;
    • current legislation and regulations affecting persons with an intellectual disability and/or other disabilities;
    • legal rights of persons with an intellectual disability;
    • types of residential placement facilities and community training centers available for persons with an intellectual disability;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • act as an advocate for persons with an intellectual disability;
    • coordinate and direct investigation of complaints 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience providing rehabilitation and habilitation services or advocacy services to persons with disabilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the level of Developmental Services Investigator providing advocacy services to persons with disabilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a human services field, criminal justice, public administration, public health, rehabilitative services, special education, social work or a closely related field may be substituted for one (1) additional year of the General Experience.
  • Law enforcement experience may be substituted for the General Experience on a year for year basis for a maximum of six (6) additional years.
  • One (1) year as a Developmental Services Investigator may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class will be required to possess and retain a valid Motor Vehicle Operator's License.
