PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Public Utilities Regulatory Authority Operations Division this class is accountable for directing the activities of one or more groups of technical units.

SUPERVISION RECEIVED

Receives administrative direction from the Public Utilities Regulatory Authority Chairperson or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of technical units.

EXAMPLES OF DUTIES

  • Directs staff and operations of technical units as assigned;
  • Coordinates, plans and manages unit activities including evaluation of applications for rate changes, expansion of plant and equipment and other utility activities; 
  • Formulates program goals and objectives; 
  • Assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff; 
  • Directs research, analysis and evaluation of economic, environmental, technical and financial aspects of public policy issues relevant to agency work; 
  • Reviews work for accuracy and completeness;
  • Initiates and coordinates specific studies and programs involving regulatory actions; 
  • Directs staff activities in connection with audit examination of utility companies' books and records for compliance with regulations and procedures and reviews of financial records, accounting reports and cost of money analyses;
  • Directs staff review of applications for new financings, investigations of condition of utility plant, quality of utility service and accidents involving utility equipment; 
  • Implements public policies such as the state's clean energy, affordability, reliability, resilience, emergency response, cybersecurity, and Call Before You Dig programs and the Equitable Modern Grid Framework;
  • Directs staff assessments of existing and proposed technologies;
  • Coordinates and directs development of computer models and other analytical techniques; 
  • Develops and maintains computerized systems in support of analytical and informational needs of department;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures;
    • principles and practices of and technical matters pertaining to regulation of assigned areas in cable television, electric, gas, telecommunications and/or water; 
    • analytical techniques and computer modeling; 
  • Knowledge of and ability to apply management principles and practices; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills;
  • Ability to prepare and edit complex documents.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in a supervisory capacity over professional staff engaged in public utility regulation. 

NOTE: Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
