PURPOSE OF JOB CLASS (NATURE OF WORK)
Administers and directs the activities of the Public Utilities Regulatory Authority.
SUPERVISION RECEIVED
Receives administrative direction from the Commissioner of Energy and Environmental Protection.
SUPERVISION EXERCISED
Provides executive direction to the Public Utilities Regulatory Authority.
EXAMPLES OF DUTIES
- Participates in the direction of regulatory, implementing, and administrative activities conducted by the Regulatory Authority staff as authorized by Section 16-2(f) of the Connecticut General Statutes;
- Participates in the formulation of policies and regulations required to enforce Public Utilities laws and to ensure adequate, reasonable and safe public utilities operations;
- Hears judges and acts on evidence and testimony presented at formal and informal hearings relative to matters such as rate increases and reductions, public convenience and necessity, consolidation, merger or sale of utilities, public utilities accounting and financing practices, and compliance with state statutes, executive orders, federal laws, regulations and/or court orders, etc.;
- Confers with executives of appropriate agencies of other state governments and the federal government in coordinating interrelated regulations;
- Performs related duties as required.
APPOINTMENT
The Chairperson is a Public Utilities Regulatory Authority Utility Commissioner selected by the Governor in accordance with the provisions of Section 16-2(a) of the Connecticut General Statutes as amended by Public Act 19-117 and Public Act 23-102.
NOTE: Incumbents in this class are subject to the policies governing appointed officials. Incumbents are not subject to Section 5-210 of the Connecticut General Statutes.
