PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for performing the most complex tasks in the review of plans and specifications and inspection of contractors' work in the general trades area to ensure conformance to standards, codes and contract documents.

SUPERVISION RECEIVED

Works under the limited supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Examines materials for conformity to specifications and recommends changes; 
  • Checks measurements and contractor workmanship; 
  • Verifies quantities of materials to be used; 
  • Obtains samples of materials for laboratory testing as needed; 
  • Reviews plans and specifications and assists in their interpretation for contractors; 
  • Analyzes necessity for proposed plan changes and expedites their processing; 
  • Assists in coordination of contractors and subcontractors with overall building project schedule; 
  • Conducts project meetings and resolves problems; 
  • Coordinates inspections by other state and federal authorities; 
  • Reviews accuracy of contractors requisitions and withholds payments as necessary; 
  • Prepares construction records and reports; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • methods, materials, and equipment used in large public building construction including installation of building service equipment; 
    • principles and practices of structural design; 
    • other construction trades; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to inspect and supervise construction work and layout of building service equipment; 
  • Ability to
    • read and interpret plans and specifications; 
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in large scale commercial or public construction in the general trades.

NOTE: Large scale construction is interpreted as multimillion dollar apartment complexes, public institutions, industrial complexes or other building projects of similar size and scope. The construction of residential developments, small commercial and/or industrial buildings does not meet this requirement.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in engineering, architecture or building construction may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a license as a Construction Inspector or higher within six (6) months of appointment.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and a moderate degree of discomfort from year round weather conditions.
