PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Procurement Services this class is accountable for administering construction and real estate leasing programs and operations and related statewide procurement programs and operations.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of statewide Procurement Services; directs all staff.

EXAMPLES OF DUTIES

  • Administers staff and operations of Procurement Programs and Services section including acquisition (procurement, lease or rental) of supplies and contractual services and all equipment including information technology and legal programs associated with statewide procurement and leasing;
  • Develops, implements, and evaluates section policies, goals and objectives;
  • Designs and develops section programs and activities;
  • Implements new procedures and procedural revisions;
  • Determines appropriate staffing levels and directs management and coordination of staff;
  • Designs and implements performance review standards for section staff;
  • Prepares section budget;
  • Maintains contacts with individuals within and outside of section who might impact policy or program activities;
  • Prepares buying schedules;
  • Checks bid proposals and approves recommended awards in conformance with good buying practice and state statutes;
  • Supervises, coordinates, and improves procedures in handling requisitions, bids, awards, complaint reports and related programs;
  • Consults on market conditions, source selection and inventory control materials, equipment and contractual services;
  • Oversees statewide procurement legal teams;
  • Participates in strategic planning and application of best practices;
  • Prepares reports as required;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

    • relevant state and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of technical experience in large scale purchasing or procurement.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory or managerial capacity.

NOTE: For state employees this experience is interpreted at the level of a Contract Team Leader.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • A law degree may be substituted for one (1) additional year of the General Experience.
