PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Consumer Protection this class is accountable for independently performing a full range of tasks in the licensure, examination and investigation of real estate agencies, corporations, brokers and salespersons to ensure compliance with State laws and regulations.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead/supervise lower level staff as assigned.

EXAMPLES OF DUTIES

  • Examines records and operating procedures of real estate agencies, brokers and salespersons for compliance with State laws and regulations;
  • Checks licenses, examines listing contracts and sales contracts;
  • Audits escrow accounts;
  • Examines applications for licensure for compliance with State laws and regulations;
  • Reviews exam scores and educational courses;
  • Investigates complaints;
  • Interviews complainants, brokers and other individuals to obtain information;
  • Writes reports;
  • Conducts informal hearings;
  • Testifies at hearings and in court;
  • Provides information and technical assistance to real estate people and the general public;
  • Speaks before groups and the media as assigned;
  • May be responsible for special assignments, including real property securities dealers, real estate syndicate securities, collection of bad checks, apartment listing services, supervision of the issuance of licenses and the collection of fees, examination and inspection of schools offering real estate courses and licensure of land sales;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • real estate practices, including appraisal, brokerage, sales, purchases, rentals, leasing, mortgaging and real estate and syndication securities;
    • relevant state laws and regulations;
  • Knowledge of examination and investigation methods and techniques;
  • Skills
    • oral and written communication skills;
    • interpersonal skills;
  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in real estate brokerage, sales, appraisals or in regulatory work of the real estate industry.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
