PURPOSE OF JOB CLASS (NATURE OF WORK)
In the State Properties Review Board and the Office of Policy and Management this class is accountable for reviewing a full range of state real estate transactions involving the determination of market rental and sales values and reviewing lease and purchase documents for properties being proposed for lease or acquisition by the State.
SUPERVISION RECEIVED
Works under the general supervision of an employee of higher grade.
EXAMPLES OF DUTIES
- Investigates and analyzes all real estate transactions brought before the agency including lease proposals, purchases of property, sales of excess property and various other types of transactions;
- Determines reasonableness of rates being charged in leases;
- Analyzes appraisals of value of property being acquired or sold, and checks comparable properties;
- Seeks out other available properties that may be adequate alternatives;
- Critiques feasibility studies on leasing, development and acquisition of major leaseholds and structures;
- Verifies reasonableness of proposed renovation and checks for authenticity of proposed renovation costs;
- Checks proposals for appropriateness of location;
- Checks for conformance with building, fire and other codes, zoning, environmental, ADA and other regulations and laws;
- Performs title searches for ownership of and encumbrances on property;
- Develops and maintains a database of rental and sales comparables by type of structure and geographical area for use during analysis;
- Prepares and submits recommendations regarding proposed transactions;
- Acts as liaison with operating units/agencies;
- Recommends and implements policies and procedures;
- Provides technical and consultative services;
- Prepares reports and correspondences;
- Within the State Properties Review Board, may act in the capacity of the Executive Director during the latter's absence;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

- the principles and practices of real estate, leasing, acquisition, construction and appraisals;
- all protective regulations, zoning regulations, fire safety codes and building codes;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in real estate appraisal and leasing and/or acquisition involving large-scale commercial real estate transactions.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in business or public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
SPECIAL REQUIREMENTS
- Incumbents in this class may be required to travel.
- Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
