PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state behavioral health treatment program or HIV/AIDS risk reduction education program this class supervises the delivery of specialized counseling service to patients and/or inmates.
SUPERVISION RECEIVED
Works under the supervision of a health care professional of a higher grade.
SUPERVISION EXERCISED
Supervises Substance Abuse/HIV Counselors, Mental Health Assistants or other employees of a lower grade.
EXAMPLES OF DUTIES
BEHAVIORIAL HEALTH TREATMENT PROGRAM
- Conducts and/or oversees counseling services to alcohol and drug dependent clients;
- Responsible for training and evaluation of lower level counseling staff;
- Coordinates counseling services;
- Assists in selection of counseling staff;
- Compiles reports;
- May oversee case management activities;
- May assist in supervision of a rehabilitation facility;
- May coordinate program operations as necessary;
- May serve as liaison with service providers to assure comprehensive integrated care;
- May represent program at community events and seminars;
- Performs related duties as required.
HIV/AIDS RISK REDUCTION EDUCATION PROGRAM
- Responsible for overseeing HIV/AIDS counseling services within a unit or geographic area;
- Serves as liaison with physicians, psychiatrists and medical staff regarding inmate referrals;
- Provides education and training on HIV/AIDS related issues;
- Ensures adherence to confidentiality provisions;
- Counsels patients as needed;
- Compiles statistical reports;
- Schedules and prioritizes work for lower level counselors;
- May serve as a liaison with community organizations regarding continuity of care;
- May conduct performance evaluations;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- physical, psychological, social and economic effects of HIV/AIDS illness and/or substance abuse;
- counseling principles and techniques;
- community resources;
- statutes relating to HIV counseling;
- confidentiality provisions;
- curriculum development for HIV risk reduction behavior change;
- Considerable
- interpersonal skills;
- oral and written communication skills;
- Ability to prepare statistical reports;
- Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Five (5) years of experience involving risk reduction education, counseling and/or testing to assist alcohol, drug dependent or HIV/AIDS at-risk individuals.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
- BEHAVIORIAL HEALTH TREATMENT PROGRAM: Certification as an Alcohol and Drug Abuse Counselor by the Connecticut Department of Public Health.
- HIV/AIDS RISK REDUCTION EDUCATION PROGRAM: Certification as an HIV Counselor and HIV Educator by the Connecticut Department of Public Health.
SPECIAL REQUIREMENTS
- Incumbents in this class must retain the certification outlined above.
- Individuals recovering from addiction to alcohol or drugs are required to have two (2) years of substance free time to be considered for a position in a substance abuse program.
- Incumbents in this class may be required to possess advanced training in the area of sexually transmitted disease, tuberculosis and blood borne pathogens to be considered for a position in an HIV/AIDS risk reduction education program.
- Incumbents in this class may be required to speak a foreign language or be fluent in American Sign Language.
- Incumbents in this class may be required to possess and retain a valid driver's license.
- Incumbents in this class may be required to travel.
PHYSICAL REQUIREMENTS
A medical and/or psychiatric examination may be required prior to appointment.
WORKING CONDITIONS
Incumbents in this class may be required to perform moderate amounts of lifting or restraining of patients and be exposed to communicable and/or infectious diseases and risk of injury from assaultive and/or abuse patients.
