PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor this class is accountable for directing the operations of the Board of Mediation and Arbitration unit, serving as Chief Mediator and representing the Board in the absence of the Board Chairman or Commissioner of Labor.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of Board and supervises its mediators.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Board of Mediation and Arbitration;
  • Coordinates, plans and manages administrative functions of the Board;
  • Develops, implements and evaluates Board policies and objectives;
  • Represents the Commissioner at Board meetings;
  • Ensures compliance of the Board with laws and regulations;
  • Mediates most high impact and complex cases;
  • Assists in preparation of legislation relating to Board operations;
  • Represents the Board in establishment and maintenance of a uniform system of reports and procedures for state and federal mediation agencies;
  • Prepares and administers budget of the Board;
  • Supervises mediators and administrative operations of the Board including staff and financial record keeping of fees and expenditures including payroll;
  • Administers statutory fact finding and binding arbitration process for municipal and state contract disputes;
  • Prepares testimony for court presentation;
  • Acts as liaison in adjusting complaints of individuals or agencies;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related work as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of labor relations including organization and operation of labor unions;
  • Knowledge of
    • and ability to apply management principles and practices;
    • and ability to apply relevant state and federal laws, statutes and regulations;
    • and ability to apply techniques and methods of mediation and arbitration;
    • Connecticut labor laws relevant to labor relations, municipal, state and private employer contracts;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in labor relations work involving the interpretation and application of collective bargaining agreements, state and federal labor laws and settlement of labor disputes.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General experience must have been as a mediator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master's degree in industrial or labor relations may be substituted for one (1) additional year of the General Experience.
  • A law degree with courses in arbitration, alternative dispute resolution, labor law or administrative law may be substituted for two (2) additional years of the General Experience.
