PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in engineering involving waterflow and control and/or design of structures with consideration of effects on the environment.

GUIDELINES FOR JOB CLASS USE

  • WORKING LEAD LEVEL: Incumbents in this class report to a supervisory class and are assigned full time lead responsibility for a unit having a minimum of two other professional level employees while performing unit work activities. For supervisory type duties performed by a working lead, the final approval/"sign-off" authority is vested in the supervisory level employee to whom the incumbent reports.
  • ADVANCED WORKING LEVEL: Incumbents in this class independently perform professional project and /or program management tasks above the full working level with limited review from supervising staff. Incumbent oversees and coordinates an entire project or program with statewide or regional impact where program or project size and complexity warrants. The nature of the work assigned is critical and sensitive requiring direct contact with state, federal, municipal and/or industrial officials, boards and consultants. Decisions are based on many variables and directly impact outcome of the program or project.

SUPERVISION RECEIVED

Works under the supervision of a supervising civil engineer or other employee of higher grade.

SUPERVISION EXERCISED

Leads lower grade engineers or inspectors as assigned.

EXAMPLES OF DUTIES

WORKING LEAD LEVEL: 
  • As assigned by supervisor distributes, prioritizes, assigns and reviews unit work; 
  • Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; 
  • Recommends policies and standards; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.
ADVANCED WORKING LEVEL: 
Inland Water Resources Division: 
  • Investigates and prepares engineering studies of floods and flood flows, river channels and dam design and construction including spillways, foundation conditions, seepage and structural stability; 
  • Oversees periodic inspections of existing dams for structural soundness; 
  • Makes recommendations for corrective action; 
  • Reviews applications for construction or repair of dams and recommends action; 
  • Prepares and negotiates agreements and contracts for engineering services with flood and erosion control boards and others, providing for construction of flood control projects, river or channel line surveys, hydraulic and hydrologic studies, flood control studies or technical review of such studies; 
  • Assists in coordinating acquisition of land for federal flood control projects and makes appropriate recommendations; 
  • Assists in planning and execution of channel line programs; 
  • Recommends channel line location; 
  • Assists in reviewing work of contract surveyors and engineers; 
  • Assists in reviewing applications for encroachments on channel lines; 
  • Assesses hydraulic aspects of encroachments and recommends appropriate action; 
  • May oversee engineering and construction services under contract to unit; 
  • Performs related duties as required.
Support Services Division: 
  • Investigates, inspects and prepares engineering studies of design and construction of river channels and state-owned dams including fish ladders, spillways, foundation conditions, seepage and structural stability; 
  • Prepares and negotiates agreements and contracts for engineering services with independent contractors, providing for construction of facilities, flood control studies or projects, river or channel line surveys and hydraulic and hydrologic engineering studies; 
  • Conducts engineering investigations and feasibility studies for boat launch sites; 
  • Designs facilities such as departmental roads, bridges and parking lots to conform to public needs; 
  • Performs survey and mapping work on state-owned lands; 
  • Reviews work of contractors to ensure accordance with plans and specifications; 
  • Reviews and approves commitments for final payment; 
  • Designs and coordinates other projects as required; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles, practices and methods of dam design, construction and maintenance of marine and building construction; 
    • principles of land and river channel surveying; 
    • practices and methods employed in controlling floods and encroachments on river channels; 
  • Knowledge of
    • hydraulics and hydrology; 
    • practices, construction methods and materials used in flood control projects; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to
    • analyze, plan and organize detailed investigations and engineering studies with consideration for related environmental factors; 
    • develop and recommend solutions;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience as an engineer in water resources management, civil or soils engineering or marine and building construction.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in civil or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in civil or environmental engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year-round conditions.
