In a state agency this class is accountable for acting as a working lead and/or for performing the most complex tasks in an area of civil engineering.

• WORKING LEAD: Incumbents in this class report to a supervisory class and are assigned full time lead responsibilities for a unit having a minimum of two other engineers as well as technical and clerical staff while performing unit work activities. Assigned lead responsibilities may include supervisory type activities outlined in the Examples of Duties. For supervisory type duties performed by a working lead the final "sign off" authority is vested in the supervisory level employee to whom the lead employee reports.
• MOST COMPLEX TASKS WITHIN A UNIT: Incumbents in this class perform work that clearly exceeds the norm and includes a concentration of highly advanced functions within assigned disciplines. Class use is on a limited or exceptional basis.

For engineering projects involving topographical and area surveys, subsurface investigation, grading, foundation, drainage, sanitary disposal, shore erosion, flood control and dams and walls involving earth and hydraulic pressures, water supply, roadways, parking areas and airfield development: 

• Oversees, analyzes and interprets reports and test results; 
• Prepares specifications and cost estimates; 
• Reviews specifications and determines adequacy; 
• Oversees and cooperates with consultants in developing projects; 
• Evaluates merits of engineering submissions; 
• May act as technical expert on matters pertaining to a professional licensing board or commission; 
• Performs related duties as required.

WORKING LEAD: 

• As assigned by the supervisor: distributes, prioritizes, oversees and reviews unit work; 
• Provides staff training and assistance; 
• Conducts or assists in conducting performance evaluations; 
• Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures; 
• Recommends policies and standards; 
• Prepares reports and correspondence; 
• May act as technical expert on matters pertaining to a professional licensing board or commission; 
• Performs related duties as required.

• Considerable knowledge of principles of surveying, soil mechanics, drainage, sanitary disposal problems, water supply and treatment, construction of dams and retaining walls, hydraulic fill, construction of stone groins, sea walls, river bank protection, roadways, parking areas and airfield runways;

Seven (7) years of experience performing civil engineering design.

College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

• Incumbents in this class may be required to travel.
• Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

Incumbents in this class may be exposed to some risk of injury or physical harm from construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
