PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Agriculture this class is accountable for performing as a specialist in the development, promotion, regulation and inspection of agricultural businesses, production and processing plants and retail facilities for compliance with local, state and federal laws and regulations.

SUPERVISION RECEIVED

Works under the limited supervision of an Agriculture Marketing and Inspection Supervisor or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

MARKETING PROGRAMS

  • Performs specialized duties including acting as program leader within an agency wide program; 
  • Assists in training of employees engaged in marketing of departmental programs; 
  • Promotes and develops domestic and international markets for agricultural businesses and products; 
  • Conducts seminars to assist in production and marketing of agricultural products and businesses; 
  • Acts as agency representative for departmental programs for public and private forums; 
  • Conducts surveys and market research; develops and disseminates technical information to promote development of agricultural businesses within the state; 
  • Gathers information and prepares reports; may conduct or coordinate special marketing projects; 
  • May enforce federal laws, regulations, policies and procedures; 
  • Performs related duties as required.

INSPECTIONS PROGRAMS

  • Performs specialized duties including acting as program leader within an agency wide program; 
  • Assists in training of employees engaged in inspection of agricultural commodities and businesses; 
  • Gathers information and prepares reports for administrative hearings and court proceedings; 
  • Checks permits, licenses and interstate health charts; 
  • Observes sampling techniques; 
  • Responds to related complaints from the general public; 
  • May inspect dairy farms, livestock and poultry farms, feed and fertilizer plants, storage facilities, stores and seed packers for compliance with state and federal laws and regulations; 
  • May inspect livestock and poultry for disease conditions; 
  • May collect samples for testing; 
  • May conduct tests and interpret results in accordance with state and federal laws and regulations; 
  • May recommend and enforce regulatory actions when non-compliance to state and federal laws and regulations is determined; 
  • May enforce federal laws, regulations, policies and procedures; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • production, marketing, research development or processing of agricultural commodities; 
    • relevant state and federal laws, statutes and regulations; 
    • inspection and investigation methods and techniques; 
    • agricultural and/or business development practices; 
  • Knowledge of plant and animal disease control methods and procedures; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to utilize computer software;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the marketing, research, development, production or inspection of agricultural commodities or businesses.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the level of an Agriculture Marketing and Inspection Representative 1 or its equivalent.

NOTE: Equivalent experience is interpreted as professional experience involving marketing or inspection.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in agriculture or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to obtain appropriate state and/or federal certification within six (6) months of appointment.
  • Incumbents in this class may be required to travel.
  • In this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be required to lift heavy objects, such as crates of produce; may be required to climb on boxcars; may be exposed to moderately disagreeable conditions; may be exposed to some risk of injury from animals.
