PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Comptroller, Payroll Services Division this class is accountable for independently examining state payrolls and supporting documentation and training agency payroll staff on payroll issues.

GUIDELINES FOR JOB CLASS USE

This class is distinguished from Payroll Examiner 1 by the degree of accountability, independence and complexity of assignments and responsibility for advising and training agency payroll staff.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead employees of a lower grade.

EXAMPLES OF DUTIES

  • Examines manual and automated payrolls for compliance with statutory and regulatory requirements; 
  • Examines all incoming documents and materials for accuracy and completeness, implementing necessary corrections to an agency's payroll transactions on a proactive basis; 
  • Reviews all changes to payroll, making corrections and contacting agency personnel for clarification and additional information as necessary; 
  • Trains and advises agency payroll personnel on more complex payroll processing tasks (e.g., tax options, lump sum payments, retroactive payments, etc.); 
  • Verifies payroll data against automated personnel system to confirm new hires and any status changes, reconciling any exceptions or discrepancies; 
  • Reconstructs deductions retroactively in order to process and accurately implement wage executions, contacting Office of the Attorney General, private practice attorneys, creditors, Internal Revenue Service staff and Child Support Offices to resolve and/or clarify payment issues; 
  • Researches and/or reviews transactions with Auditors of Public Accounts to ensure integrity of payroll and related systems; 
  • Investigates possible erroneous payments or reportedly inaccurate taxes and/or deductions made to employees; 
  • Verifies accuracy of totals and examines and/or resolves error messages upon receipt of detailed proof or edit and validation reports; 
  • Researches direct deposit discrepancies with banks, credit unions, Treasury and employees, tracking funds not posted to employees’ accounts and making recommendations for alternative payment when necessary; 
  • Recalculates all exceptional items such as multi-period taxes and court-ordered withholdings; 
  • Verifies signatures as recorded in official authorization file; 
  • Verifies internal accuracy of expenditure certificate and detailed analysis of expenditure to payroll expenditure; 
  • Establishes mathematical accuracy of health insurance detail on payroll summary and canceled check section; 
  • Prepares key entry forms for all unusual transactions; 
  • Determines accuracy of final processing upon receipt of payroll warrants or check registers, posting payroll expenditures to agency ledgers maintaining accurate year-to-date totals in preparation for year-end balancing and processing of W-2's; 
  • Independently reviews test data and makes recommendations which will effect accuracy and viability of payroll data and programs; 
  • Maintains files of payroll records and documentation, corrects and adjusts as necessary; 
  • May perform technical or complex clerical work in activities related to electronic data processing; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of payroll accounting principles, practices and procedures;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of experience in complex clerical work involving bookkeeping, accounts payable, accounts examining or finance.

NOTE: For state employees this experience in complex clerical work is interpreted at the level of a Financial Clerk.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have involved payroll review at the level of a Payroll Examiner 1.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
  • Two (2) years of experience as a Payroll Clerk may be substituted for the General and Special Experience.
