PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of the Chief State’s Attorney in a Juvenile Matters field office where there is a demonstrated need for the following levels of supervision this class is accountable for directing the operations of the office and for representing the interests of the State in the prosecution of assigned juvenile cases. This class also may be used by the Office of the Chief State’s Attorney for assisting in the management of juvenile matters statewide.
SUPERVISION RECEIVED
Receives administrative direction from the Chief State’s Attorney, a Deputy Chief State’s Attorney, a State’s Attorney or an Executive Assistant State’s Attorney.
SUPERVISION EXERCISED
Directs Juvenile Prosecutors and other staff assigned to juvenile matters.
EXAMPLES OF DUTIES
JUVENILE MATTERS:
- Prepares and presents all matters to the court at one or more locations;
- Reviews police referrals and complaints for legal sufficiency relative to alleged delinquent acts;
- Drafts charges for delinquencies and Family With Service Needs petitions;
- Confers with juvenile probation staff with regard to procedural matters, case processing, and the enforcement of court orders;
- Supervises the preparation of delinquent petitions;
- Conducts pre-trial interviews with alleged offenders and defense counsel;
- Prepares cases for judicial processing;
- Locates and interviews victims and witnesses;
- Advises victims of crimes as to their rights and directs them to appropriate supportive agencies;
- Secures evidence and inspects crime scenes;
- Initiates and conducts legal research;
- Presents cases in court before a judge;
- Represents the state in motion hearings, plea hearings, and dispositional hearings in juvenile matters;
- Reviews warrants in juvenile matters and presents to judge for signature;
- Liaison with state and local police agencies;
- Represents the state in juvenile matters proceedings;
- Participates in training programs for law enforcement professionals;
- Presents juvenile matters for transfer to the adult criminal court;
- Prepares and argues appeals before the Appellate or Supreme Court;
- Performs related duties as required.
JUVENILE MATTERS FIELD OFFICE:
- Coordinates, plans and manages activities;
- Plans work flow and determines priorities;
- Schedules, assigns, oversees and reviews work of prosecutorial staff;
- Conducts performance evaluations, including remedial plan of action for areas in need of improvement;
- Establishes and maintains office procedures;
- Participates in the development, implementation and evaluation of goals consistent with Division mission and policy;
- Provides on-the-job staff training and serves as technical resource;
- Responsible for appropriate implementation and documentation of progressive discipline from first remedial counseling sessions;
- Prepares administrative reports and correspondence;
- May represent the employer in Step 1 grievance hearings;
- May establish procedures for and maintain physical security of office;
- May initiate preventive discipline;
- Performs related duties as required.
OFFICE OF THE CHIEF STATE’S ATTORNEY:
- Serves as an advisor on issues of a legal, procedural, legislative or policy nature;
- Interprets and administers pertinent laws;
- Informs administration of juvenile issues and activities;
- Represents the Chief State’s Attorney on various boards and committees;
- Conducts statistical research;
- Assists State’s Attorneys with matters concerning juvenile staff and prosecution as requested;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Membership in good standing with the Connecticut Bar and three (3) years of experience as a Juvenile Prosecutor.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
