PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Developmental Services and Public Health this class is accountable for performing as a specialist in developing oral health and dental programs.

GUIDELINES FOR JOB CLASS USE

  • DEPARTMENT OF DEVELOPMENTAL SERVICES: Serves as a dental services resource to individuals with an intellectual disability or other disabilities and ensures these individuals have access to quality and timely oral health services.
  • DEPARTMENT OF PUBLIC HEALTH: Serves as a dental specialist in the development, implementation and/or coordination of statewide oral health programs and initiatives.

SUPERVISION RECEIVED

Works under the limited supervision of a Director of Nursing 2, a Public Health Services Manager or other employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Performs specialized duties in assuring access to quality oral health and dental services;
  • Develops, implements, promotes and coordinates statewide oral health programs and initiatives;
  • Communicates with existing oral health/dental providers including clinics, community based practitioners, hospital based dental departments, dental schools and families to coordinate delivery of oral health/dental care services;
  • Monitors for quality of oral health/dental services for consumers;
  • Recruits new oral health/dental providers appropriate for consumer base;
  • Assists with development of consumer dental standards of care and communicates to providers and families;
  • Develops a strategic plan to increase access and resources of oral health/dental services;
  • Develops and maintains a process for oral health/dental providers to consult with agency relative to services, standards, payment and other matters;
  • Collaborates with University of Connecticut Dental School to maximize resources for treatment of consumers;
  • Serves as liaison to other operating units, various councils, professional organizations and other external contacts related to oral health/dental care;
  • Conducts training and provides technical assistance for public and private health care providers and families relative to oral health issues and prevention;
  • Collects and evaluates data;
  • Compiles information;
  • Prepares reports;
  • May develop grant proposals to aid in access of oral health/dental care;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • dental hygiene;
    • delivery of oral health and dental services for individuals serviced by the agency;
  • Knowledge of
    • principles and practices of dentistry;
    • dental administration;
    • dynamics of persons with multiple disabilities;
  • Considerable
    • interpersonal skills;
    • oral and written communications skills;
  • Ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience as a Registered Dental Hygienist with some experience working with the types of individuals serviced by the agency.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess and retain a license as a Registered Dental Hygienist in Connecticut.
  • Incumbents in this class may be required to travel.
