PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Connecticut Siting Council this class is accountable for performing the most complex tasks in economic, environmental, and planning functions associated with determining need and impact of electric power, telecommunications, and hazardous waste facilities.
SUPERVISION RECEIVED
Works under the limited supervision of the Executive Director or other employee of higher grade.
SUPERVISION EXERCISED
May lead lower level employees as assigned.
EXAMPLES OF DUTIES
- Identifies major siting issues requiring study or actions;
- Drafts generic reports regarding electric supply options;
- Prepares comprehensive reports and conducts orientations for Council regarding generic siting issues;
- Develops legal record through pre-hearing interrogatories and cross examining witnesses in contested cases and public hearings;
- Develops and evaluates siting options and alternatives;
- Drafts findings of fact, opinions, decisions and orders for Council consideration;
- Reviews and analyzes supply planning components of utility annual forecasts of loads and resources and makes recommendations to Council;
- Recommends and drafts Requests for Proposals for consulting requirements;
- Drafts regulations pursuant to legal responsibilities of Council;
- Assesses, interprets and abstracts a wide range of technical material and data;
- Maintains technical coordination with other state and federal agencies;
- May guide and coordinate work by consultants retained by Council;
- May train technical staff;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of methods and techniques of siting and site analysis;
- Knowledge of
- environmental and health impact assessment including computer modeling including geographic information systems and application software;
- electrical generation and transmission systems;
- electrical and civil engineering;

- economics, natural resource management and land use planning;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in facility siting analysis involving application of economic and environmental principles.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in biology, earth science, economics, socio-economics, engineering, natural resources management or physical science may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master's degree in one of the above areas may be substituted for one (1) additional year of the General Experience.
