PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Connecticut Siting Council this class is accountable for independently performing a full range of tasks in the analysis of economic and environmental issues associated with determining need for and impact of the construction, operation and modification of electric power, telecommunications and hazardous waste facilities.

SUPERVISION RECEIVED

Works under the general supervision of the Executive Director or other employee of higher grade.

EXAMPLES OF DUTIES

  • Analyzes costs and public need for or environmental impact of construction, operation and modification of telecommunications, hazardous waste and electric power facilities proposed in applications and petitions to Council;
  • Develops legal record by drafting pre-hearing interrogatories and cross examining witnesses in contested cases and public hearings;
  • Analyzes and synthesizes possible economic or environmental impacts of proposed facility siting;
  • Investigates and suggests more environmentally desirable sites for proposed facilities;
  • Drafts findings of fact, opinions and orders for Council consideration;
  • Reviews and analyzes demands projections and methodology of utilities annual forecast of loads and resources;
  • Recommends and drafts Requests for Proposals for consulting requirements;
  • Drafts regulations pursuant to legal responsibilities of Council;
  • Assesses, interprets and abstracts a wide range of technical material and data;
  • Maintains technical coordination with other state and federal agencies;
  • Reports on and represents Council at technical conferences;
  • May guide and coordinate work by consultants retained by Council;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of methods and techniques of economic research;
  • Knowledge of
    • economic data sources including computer modeling;
    • costs associated with hazardous waste management systems;
    • economics, financial markets and utility planning;
  • Skills
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • understand and interpret state and federal regulations and policies relative to energy, telecommunications and hazardous waste facility siting;
    • understand and interpret technical reports, data and material;
    • utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in economic analysis and research.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in economics or socio-economics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in one of the above areas may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
