PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Division of Special Revenue, Planning and Research Unit this class is accountable for directing the administrative hearing and administrative regulations functions of the agency.
SUPERVISION RECEIVED
Receives administrative direction from the Unit Head (Planning and Research).
SUPERVISION EXERCISED
Directs paralegal and other assigned staff; oversees technical aspects of hearings conducted by agency staff.
EXAMPLES OF DUTIES
- Directs staff and operations of the administrative hearing and administrative regulations functions;
- Coordinates, plans and manages unit activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers pertinent laws;
- Evaluates staff;
- Maintains contacts with individuals within and outside of agency who might impact on program activities;
- Assigns hearings to appropriate agency staff;
- Oversees drafting of hearing decisions;
- Provides guidance to other hearing officers on procedural and technical issues;
- Trains hearing officers on administrative hearing process and role of a hearing official in process;
- Drafts all agency regulations and coordinates approval process;
- Identifies, researches and analyzes gaming related issues;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May perform as hearing officer at compliance meetings and show cause hearings;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- basic law and legal process, legal principles and practice, administrative law, constitutional law, rules of process and rights and obligations of state agencies;
- litigation and appellate process;
- statutory authority of Division of Special Revenue;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience as an attorney including experience in regulatory and/or administrative laws and procedures and legislative drafting.
SPECIAL REQUIREMENTS
Incumbents in this class must be a member of the Connecticut Bar.
