PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services at a state in-patient hospital this class is accountable for administering the programs and operations of a major in-patient mental health, substance abuse or forensic treatment division with multiple clinical programs and administrative and/or support operations.

GUIDELINES FOR JOB CLASS USE

This class is used in one of the following ways:

  • CONNECTICUT VALLEY HOSPITAL: Incumbents in this class direct the General Psychiatry, Addiction Services.
  • SOUTHWEST CONNECTICUT MENTAL HEALTH SYSTEM: Incumbents in this class direct the Hospital and Transitional Services Division.
  • WHITING FORENSICS HOSPITAL: This class will be used to direct the Hospital.

SUPERVISION RECEIVED

Receives administrative direction from a Mental Health Superintendent or other administrative official of higher grade.

SUPERVISION EXERCISED

Administers programs and operations of a major division; directs all staff assigned to division or community based programs and services.

EXAMPLES OF DUTIES

  • Administers staff and operations of a major division at a state hospital; 
  • Plans, develops, directs and manages all clinical and administrative programs and functions;
  • Ensures conformance and compliance with agency mission, goals and objectives;
  • Serves as member of executive team in development, implementation and evaluation of policies, goals, objectives and strategic plan; 
  • Develops and implements treatment program performance standards;
  • Develops, implements and evaluates program policies, goals and objectives; 
  • Coordinates accreditation and/or certification activities for division; 
  • Develops, implements and evaluates division or Local Mental Health Authority workforce plan;
  • Interprets and administers pertinent laws and regulations; 
  • Acts as liaison within and outside of facility with individuals and groups who impact on program activities;
  • Prepares and monitors division budget; 
  • Promotes cultural diversity in workplace and assures client rights; 
  • Represents division/hospital/agency in grievances and/or other hearings;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May investigate and respond to critical incidents; 
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration and eight (8) years of professional experience in behavioral health care. 

WHITING FORENSIC: A Master’s degree in a clinical discipline, public health administration, health care administration or hospital administration and eight (8) years of professional experience in forensic behavioral health care.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a managerial capacity directing clinical operations or the delivery of behavioral health care services. This experience includes the supervision of professional behavioral health care staff. 

NOTE: Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and monitoring a budget.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to possess and maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse or clinical psychologist.

COMPENSATION GUIDELINES

  • The established salary range for this class is from the minimum of Salary Group MP 70 to the maximum of Salary Group MP 72.
  • Longevity payments shall be awarded in accordance with the position benchmark designations as noted in the Compensation Benchmark Schedule of Salaries.
  • Individual position salary range limitations are based upon the functional program salary benchmark contained in the Compensation Benchmark Schedule of Salaries.
