PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Administrative Services, Division of Construction Services this class is accountable for directing the administration of the State Building Code and directing the activities of the Office of the State Building Inspector.
SUPERVISION RECEIVED
Receives administrative direction from the Commissioner of Administrative Services.
SUPERVISION EXERCISED
Directs the staff of the Office of the State Building Inspector.
EXAMPLES OF DUTIES
- Directs the administration and enforcement of the state building code;
- Coordinates, plans and manages staff activities;
- Formulates and implements policies and procedures (consistent with department policies) to accomplish goals and objectives;
- Administers and interprets the State Building Code;
- Issues building permits;
- Inspects and issues certificates of occupancy for state owned buildings;
- Evaluates staff and provides training as necessary for state owned buildings;
- Evaluates staff and provides training as necessary;
- Approves/disapproves amendments to the State Building Code and revises the code as necessary;
- Conducts public hearings regarding code changes;
- Develops policies, standards and regulations regarding building design and construction standards to provide for needs of individuals with physical disability;
- Drafts legislation;
- Conducts examinations for local building officials seeking state licensure;
- Develops and implements training programs for local building officials;
- Acts as liaison with other operating units, agencies and outside officials regarding activities of the division;
- Grants variations or exemptions from code requirements;
- On a regular basis, meets with the Codes and Standards Committee;
- Works with State Fire Marshal to avoid conflicts with the State Building Code and State Fire Safety Code;
- Conducts special investigations as required;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes and regulations;

- the methods, materials and equipment used in building construction, including service and safety equipment;
- engineering principles and practices pertaining to building construction;
- Knowledge of relevant agency policies and procedures;

SPECIAL REQUIREMENTS
The State Building Inspector shall be an architect or professional engineer licensed by the State of Connecticut, shall have a thorough knowledge of building code administration and enforcement and shall have had not less than ten years practical experience in the profession.
APPOINTMENT
Appointed by the Governor in accordance with the provisions of Section 29-252 (b) of the Connecticut General Statutes.
