PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Emergency Services and Public Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the classification, comparison and filing of fingerprints.
GUIDELINES FOR JOB CLASS USE
WORKING LEAD LEVEL:
- Incumbents in this class report to a supervisor and are normally assigned full time lead responsibility for a unit with a minimum of two (2) other employees while performing unit work activities.
- For supervisory type duties performed by a working lead the final/"sign-off" authority is vested in the supervisory level employee to whom the incumbent reports.
ADVANCED WORKING LEVEL:
- Incumbents in this class perform work in a unit which must clearly exceed the norm and include a concentration of highly advanced functions within assigned disciplines.
- Class use is on a limited or exceptional basis.
SUPERVISION RECEIVED
Receives general direction from the State Police Supervising Identification Technician.
SUPERVISION EXERCISED
Leads State Police Identification Technicians 1, State Police Identification Technician Trainees and clerical staff as assigned.
EXAMPLES OF DUTIES
WORKING LEAD LEVEL:
- As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work;
- Provides staff training and assistance;
- Conducts or assists in conducting performance evaluations;
- Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards;
- Prepares reports and correspondence;
- Performs related duties as required.
ADVANCED WORKING LEVEL:
- Performs more difficult and complex phases of fingerprint identification, rendering decisions on complex patterns, partial print, smudged or damaged prints and other problem cases;
- Takes postmortem prints for identification;
- Examines and processes latent prints;
- Assists in establishment, application and maintenance of office procedures including new methods or systems in classification and identification of fingerprints;
- Provides staff training and assistance in identification methods and techniques and may assist in both field and laboratory work;
- Instructs and trains on proper fingerprinting methods;
- Supervises maintenance of fingerprint files;
- Assists in conducting performance evaluations;
- Acts as liaison with operating units, other agencies and outside officials regarding unit policies and procedures;
- May make recommendations on policies or standards;
- May testify as an expert witness in court;
- May prepare reports and correspondence;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of methods, principles and techniques of fingerprint classification and identification;
- Considerable skill, speed and accuracy in classifying fingerprints;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in obtaining, classifying, searching and filing fingerprint material with a law enforcement agency.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Completion of a course in fingerprint classification from a school recognized by the International Association for Identification may be substituted for one (1) year of the General Experience.
CHARACTER REQUIREMENTS
In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.
PHYSICAL REQUIREMENTS
- Incumbents in this class must have and maintain sufficient visual acuity to perform the duties.
- A physical examination may be required.
WORKING CONDITIONS
Incumbents in this class may be exposed to some risk of injury or physical harm in fingerprinting criminals and cadavers and to a considerable degree of eye strain from their work.
