PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Division of State Police, this class is accountable for the protection of life and property in an assigned geographical area through the enforcement of state criminal and/or motor vehicle laws or may be assigned to a specialized unit.

GUIDELINES FOR JOB CLASS USE

STATE POLICE TROOPER: Appointment to this class follows the successful completion of a prescribed formal academic and on the job training course.

STATE POLICE TROOPER AND STATE POLICE TROOPER FIRST CLASS: This class may be used in a patrol, investigative or administrative capacity in troop locations, specialized units or central office units.

SUPERVISION RECEIVED

Works under the general supervision of a State Police Sergeant or other employee of higher grade.

SUPERVISION EXERCISED

May lead or supervise other State Police personnel or employees of lower grade.

EXAMPLES OF DUTIES

ASSIGNED TROOP AREA: 

  • Patrols highways and/or local streets; 
  • Detects and determines degree of violation and issues summons, written or verbal warnings; 
  • Engages in high speed pursuit or responds to initial aid calls including emergencies; 
  • Aids disabled motorists; 
  • Supervises activities at accident scenes; 
  • Directs activities such as protection of scene, aiding victims, first aid, traffic control, calling for assistance, interviewing principals and witnesses, securing evidence, photographs, diagrams and taking proper law enforcement action as required; 
  • Prepares reports in connection with assignments; 
  • Investigates instances of crime; 
  • Depending on nature of crime, acts as officer in charge or assists in conduct of criminal investigations; 
  • Interrogates principals and witnesses; 
  • Gathers, marks and processes all evidence; 
  • Develops and follows up on leads; 
  • Prepares search and arrest warrants; 
  • Interacts with various social and regulatory agencies for referral and/or problem resolution; 
  • Arrests and processes prisoners including criminal and motor vehicle violators; 
  • Maintains and operates police equipment including vehicle, firearms, radio computer and various testing equipment; 
  • Testifies in court as required; 
  • May be assigned to desk duty which involves responding to all incoming calls at troop, dispatching patrol officers as necessary and maintaining various logs and records; 
  • May act as a Field Training Officer for new recruits; 
  • Performs related duties as required.

RESIDENT TROOPER: 
In addition to the above duties may perform the following: 

  • Establish and administer town police budget; 
  • Schedule, supervise and review work of constables and other staff; 
  • Work closely with town officials on police related matters; 
  • Develop and administer various police and community relations programs; 
  • Provide for private requests for security; 
  • Conduct in service training sessions; 
  • Maintain town police records.

TROOPER ASSIGNED TO A SPECIALIZED UNIT:
In addition to any of the above duties may perform:

  • Other duties relating to a special program being administered.

MINIMUM QUALIFICATIONS

STATE POLICE TROOPER: Successful completion of a training program as a State Police Trooper Trainee.

STATE POLICE TROOPER FIRST CLASS: Appointment to this class shall be automatic for all Troopers who have completed seven (7) years as a sworn State Police Officer, and have at least six (6) months of continuous service. 

SPECIAL REQUIREMENTS

Incumbents in this class must possess and retain a current Connecticut Motor Vehicle Operator license.

CHARACTER REQUIREMENTS

State Police Trooper: In addition to the checking of references and of facts stated in the application a thorough background investigation of each candidate may be made before persons are certified for permanent appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must possess sufficient strength, stamina, agility and endurance to perform the duties of the class.

WORKING CONDITIONS

Incumbents in this class may be exposed to considerable danger of assault or injury from assaultive and/or abusive criminals, risk of injury from automobile or other accidents and discomforts including working in tiring positions, disagreeable environmental conditions, etc.

COMPENSATION GUIDELINES

In accordance with applicable collective bargaining agreement’s compensation guidelines.
