PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, Division of State Police this class is accountable for serving as an executive officer in a troop, administrative sergeant of a district or the deputy commanding officer/commanding officer in a specialized unit.

GUIDELINES FOR JOB CLASS USE

This class is used in three areas:

1. In a troop the Master Sergeant is second in command to the troop Lieutenant.
2. In a district the Master Sergeant reports to the district commander.
3. In specialized units representing major State Police programs the Master Sergeant may act as the deputy commanding officer or commanding officer.

SUPERVISION RECEIVED

Receives general direction from a State Police officer of higher rank as specified above.

SUPERVISION EXERCISED

Supervises civilian and police personnel of lower rank as assigned.

EXAMPLES OF DUTIES

  • Serves as assistant to commanding officer in a troop, district or specialized unit; 
  • Performs and supervises daily administrative functions; 
  • Schedules and directs effective assignment and utilization of personnel, equipment or facilities; 
  • Assigns and reviews work for conformance with guidelines and regulations; 
  • Interprets laws, rules and regulations to subordinates and the general public; 
  • Provides for training and development of personnel; 
  • Coordinates and supervises development and implementation of special police projects and programs; 
  • Develops and disseminates administrative directives and guidelines; 
  • Assists in promoting and maintaining public relations with news media, public officials, other agencies and the general public; 
  • Responds to complaints and inquiries; 
  • Represents State Police at meetings with other social service and law enforcement organizations; 
  • Prepares and reviews reports and correspondence; 
  • Orders supplies and equipment; 
  • Maintains inventory; 
  • Secures contractual services; 
  • Maintains vehicle control; 
  • Directs clerical and recordkeeping activities; 
  • May assist in command of crime or accident scenes or incidents involving police personnel, directing investigation activities as required; 
  • May act as commanding officer as required; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures; 
    • relevant federal and state laws, statutes, regulations and court decisions; 
    • principles of modern police supervision and administration; 
    • criminal and motor vehicle laws, modern police investigative techniques, procedures and aids; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to prepare and present comprehensive oral and written reports; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

One (1) year of experience as a State Police Sergeant.

SPECIAL REQUIREMENTS

Incumbents in this class must possess and retain a Connecticut Motor Vehicle Operator's License.

PHYSICAL REQUIREMENTS

Incumbents in this class must possess sufficient strength, stamina, agility and endurance to perform all the duties of the class.
