PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Public Health, State Laboratory and Public Safety, Forensic Science Laboratory this class is accountable for prioritizing and cataloging physical evidence obtained from criminal actions.

SUPERVISION RECEIVED

Works under the general supervision of the Toxicologist, an official of the State Police Forensic Science Laboratory or other employee of higher grade.

SUPERVISION EXERCISED

May lead laboratory personnel as assigned.

EXAMPLES OF DUTIES

  • Receives and prioritizes evidence according to prioritization schedule; 
  • Catalogues each piece of evidence; 
  • Maintains a physical inventory of evidence; 
  • Ensures chain of custody of evidence; 
  • Ensures proper storage methods, disposition and record keeping of evidence in accordance with state and federal regulations; 
  • Acts as liaison with law enforcement and other government agencies regarding submission and/or disposition of evidence; 
  • Conducts inquiries regarding status of cases for which evidence is on file; 
  • May assist in training new employees; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • methods of collection, packaging and preservation of evidence; 
    • applicable statutes concerning seizure, reporting and disposition of evidence; 
    • state and federal regulations concerning chain of custody of evidence; 
    • operations of a high security and/or volume evidence storage facility including access control, storage methods, inventory control, disposition and record keeping; 
    • methods utilized in analysis of physical evidence; 
  • Skills
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability in preparation of statistical reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in evidence collection and/or disposition in a laboratory or law enforcement setting.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in forensic science or other closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in forensic science or other closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to work flexible hours.

CHARACTER REQUIREMENTS

In addition to the checking of references and facts in the application a thorough background investigation of each candidate may be conducted before persons are certified for permanent appointment.

WORKING CONDITIONS

Incumbents in this class may be exposed to communicable diseases and hazardous substances.
