PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Workers’ Compensation Commission, Education Safety and Health Services Unit this class is accountable for supervising the statewide program of workers' education, safety and health services.
SUPERVISION RECEIVED
Receives general direction from Chairman of the Workers' Compensation Commission or other administrative official of higher grade.
SUPERVISION EXERCISED
Supervises Workers’ Compensation Education Coordinators, Safety Program Officers and other Education, Safety and Health Services Unit staff as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations, determines priorities and plans program work;
- Establishes and maintains program procedures;
- Develops and makes recommendations on development of policy standards;
- Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
- Prepares reports and correspondence;
- Projects budgetary, organizational and personnel requirements;
- Speaks to lay and professional groups;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to interpret relevant state and federal laws, statutes and regulations;
- principles, methods and practices in safety and health and workers’ compensation programs;
- industrial processes, materials, properties, operations and procedures pertaining to occupational hygiene;
- Occupational Safety and Health Act (OSHA);
- Knowledge of
- principles and practices of accident prevention;
- National Fire Prevention Act (NFPA), Fire and Life Safety Codes, The Joint Commission (TJC) and other health, sanitary and environmental codes;
- medical aspects of occupational hygiene;
- Considerable
- interpersonal skills;
- oral and written communication skills;
- Ability to utilize computer software;
- Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in occupational safety and health and/or administering workers' compensation and loss control programs.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have included responsibility for the independent administration of occupational safety/health and/or workers' compensation programs.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
- A Master’s degree in occupational safety, industrial hygiene or a related field may be substituted for one (1) additional year of the General Experience.
