PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for planning, developing and implementing an entire training program.

GUIDELINES FOR JOB CLASS USE

This class may be used in one of the following ways:

  • To coordinate and implement a series of courses in a particular occupational group.
  • To coordinate and implement a comprehensive training program covering a variety of topic areas.

Such training may be provided to internal agency staff or to external individuals or groups requiring such training i.e., coordinating a comprehensive in-service training program for internal staff; coordinating multi-cultural training for agency staff and/or non-profit providers. Incumbents in this class may be required to lead and coordinate the efforts of internal professional or clerical staff, adjunct staff or contracted providers.

This class is distinguished from the Training Program Supervisor by the lack of responsibility for supervising internal professional staff.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead professional training staff and/or supervise clerical support staff; may coordinate the efforts of adjunct instructors, contract providers, volunteers or interns.

EXAMPLES OF DUTIES

  • Plans, develops, coordinates and evaluates a comprehensive training program; 
  • Establishes and coordinates training calendar; 
  • Conducts needs assessments; 
  • Develops training program objectives; 
  • Researches and develops course curricula, outlines and content; 
  • Selects and develops training methods and materials; 
  • Researches learning material and resources; 
  • Provides direction to subject matter experts utilized within training program and provides train-the-trainer services within program area; 
  • Monitors and evaluates training program outcomes including instructor performance, participant progress and consumer satisfaction; 
  • Provides technical assistance and consultation to agency managers and/or staff of organizations which participate in particular training program(s); 
  • Organizes and maintains up to date training materials for courses within training program and may coordinate distribution of materials to instructors as needed; 
  • May provide consultative services to agency managers regarding organization development; 
  • May conduct some training classes; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and techniques of in-service training and staff development; 
    • educational methods and techniques; 
  • Knowledge of relevant state and federal laws, statutes and regulations; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Considerable ability to assess training needs and determine objectives; 
  • Ability to utilize computer software; 
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of professional experience in training, staff development or adult education.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have primarily consisted of planning, developing, coordinating or implementing an in-service training or staff development program.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
