PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Energy and Environmental Protection this class is accountable for supervising a staff involved in surveying and mapping of tidal wetlands, water courses, state parks and forests and other department land including regulatory surveys on submerged and private land.
SUPERVISION RECEIVED
Receives general direction from an employee of higher grade.
SUPERVISION EXERCISED
Supervises Environmental Protection Engineering Aides (Land Surveys) or clerical employees as assigned.
EXAMPLES OF DUTIES
- Schedules, assigns, oversees and reviews work of staff;
- Provides staff training and assistance;
- Conducts performance evaluations;
- Determines priorities and plans work;
- Establishes and maintains procedures;
- Develops or makes recommendations on development of policies and standards;
- Acts as liaison with other operating divisions, agencies and outside officials regarding policies and procedures;
- Prepares reports and correspondence;
- Collects, reviews and reconciles Geographic Information Systems (GIS) data;
- Researches historical records for pertinent data;
- Establishes locations of boundaries by survey and locates boundaries on existing maps;
- Acquires, develops, builds, and updates relational and spatial databases;
- Determines property ownership by title search;
- Identifies, and classifies levels of encroachments on state owned lands and coordinates investigation with Environmental Conservation Police;
- Certifies accuracy and correctness of surveys, GIS metadata and all land survey maps prepared by unit;
- Analyzes complex datasets;
- Provides subject matter expert advice on issues related to spatial data analysis and translates to practical real-world situations for clients;
- Acts as expert witness for state in court boundary disputes and at public hearings;
- Establishes and updates standards for surveys performed by private surveyors under contract;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in land surveying.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been as a chief of survey party.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in civil engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
SPECIAL REQUIREMENTS
Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including registration with the State of Connecticut as a Land Surveyor within six (6) months of appointment.
COMPENSATION GUIDELINES
- The classification of Environmental Protection Supervisor of Surveys and Mapping is assigned to Salary Group ES 28a.
- Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group ES 29.
- The Job Code is identified as Salary Plan EE in CORE-CT.
