PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Office of State Ethics this class is accountable for directing the staff and activities of the Enforcement Division.
SUPERVISION RECEIVED
Receives administrative direction from the Executive Director.

Directs staff of division.
EXAMPLES OF DUTIES
- Directs staff and operations of the Enforcement Division;
- Coordinates, plans and manages division activities;
- Formulates program goals and objectives;
- Develops or assists in development of related policy;
- Interprets and administers state and federal election laws;
- Evaluates staff;
- Prepares or assists in preparation of division budget;
- Maintains contacts with individuals within and outside of state government who might impact program activities;
- Ensures compliance with requirements of the Code of Ethics for Public Officials and the Code of Ethics for Lobbyists;
- Oversees investigation of complaints;
- Reviews investigative reports, complaints, proposed remedial orders and other pleadings prepared by staff;
- Oversees process for settlement of complaints;
- Oversees audits of registered lobbyists;
- Brings hearings for failure to file required documents;
- Issues complaints for possible violations of the Codes of Ethics;
- Prosecutes alleged violations before judge trial referees in probable cause hearings and before judge trial referees and the Citizen's Ethics Advisory Board in public hearings;
- Ensures confidentiality prior to finding of probable cause or upon findings of no probable cause;
- Represents agency in court during appeals;
- Identifies staff training needs and provides or arranges for provision of such training;
- Assists staff with all aspects of codes of ethics;
- Recommends and assists in drafting legislation;
- Testifies before legislative committees regarding statutory reform;
- Maintains speaking engagements to educate interested parties;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- May conduct legal seminars;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Three (3) years of experience in the practice of law.
SPECIAL REQUIREMENTS
Incumbents in this class must be admitted to practice law in the State of Connecticut or be lawfully engaged in the practice of law as a principal means of livelihood for five (5) out of the last seven (7) years in a reciprocal jurisdiction in accordance with Section 2-13 of the Connecticut Practice Book and obtain membership in the Connecticut Bar within six (6) months of appointment.
