PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Treasurer this class is accountable for managing one or more investment programs or trust funds.

GUIDELINES FOR JOB CLASS USE

The PFM Investment classes are structured into successive levels, which are distinguished based on complexity, variety, scope, and independence of the responsibilities assigned and the size of the staff managed. The Senior Investment Officer is the advanced working/working lead level professional. 

The class assists in the management of Connecticut Retirement Plans and Trust Funds (CRPTF) in one or more assigned investment area(s) listed below in adherence with all aspects of the Investment Policy Statement.

Receives general direction from a higher-level investment professional.

May lead professional and clerical staff.

EXAMPLES OF DUTIES

  • Performs investment-related tasks necessary for the investment and operations of the CRPTF within the Pension Funds Management Division; 
  • Plans, coordinates, implements, and/or manages operations relating to one or more investment program within the area/asset class assigned (private equity, private credit, real estate, infrastructure/natural resources, global equities, global fixed income, liquidity, operations and/or risk mitigation funds strategies); 
  • Supports senior investment professionals with leadership and oversight;
  • Prepares reports requested by the Treasurer, Deputy Treasurer, Chief Investment Officer, Deputy Chief Investment Officer, Principal Investment Officers and/or other senior investment professionals;
  • Coordinates contracting for investment and service contracts; 
  • Conducts periodic reviews of on-going investment programs and reports on specific aspects of fund operations, implementing strategies for resolution; 
  • Creates, monitors, analyzes, and interprets reports; 
  • Screens, selects, and monitors external investment managers and investment vehicles; 
  • Conducts diligence on potential investments; 
  • Participates in constructing portfolios;
  • Conducts analysis of investment partners, vehicles, and capital call and distribution processing;
  • Oversees investment guidelines, holdings, risk and performance analysis;
  • Conducts asset class reporting and analysis;
  • Coordinates with Risk Management, Pension Funds Investment Accounting, Asset Class leadership and/or Governance as necessary to effectively administer and oversee Pension Assets;
  • Negotiates the business aspects and investment guidelines of investment contracts;
  • Monitors risk exposure;
  • Analyzes and develops asset allocation plans;
  • Monitors asset performance and conducts modeling and attribution analysis; 
  • Performs various investment accounting functions;
  • Instructs custodians on investment transactions processing and reporting;
  • Performs various compliance and governance functions for adherence with investment contracts and guidelines;
  • Conducts restricted securities screening; 
  • Leads and participates in engagements with portfolio companies; 
  • Conducts research and analysis of corporate finance and governance issues;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May present data relevant to assigned investment program to the Investment Advisory Council;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • investment practices and procedures; 
    • specific disciplines required for performance of duties (real estate, private equity, public equity, fixed income, liquidity, risk management, operations etc.);

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Twelve (12) years of experience performing investment functions specific to the assigned area in an investment management, pension, endowment, accounting or equivalent environment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in a closely related field to the assigned area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

In accordance with Section 3-13a of the Connecticut General Statutes.

COMPENSATION GUIDELINES

Compensation for this class shall be determined by the Treasurer within salary ranges established by the Treasurer in consultation with the Investment Advisory Council.
