PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for managing the development and implementation of internal control systems to ensure the security of taxpayer information.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

May manage staff as assigned.

EXAMPLES OF DUTIES

  • Manages the exchange of taxpayer information to ensure compliance in accordance with Internal Revenue Service (IRS) publication 1075 and Section 12-15 of the Connecticut General Statutes (CGS); 
  • Advises Commissioner regarding needed improvements to agency operations, controls and accountability as it relates to the security of taxpayer information;
  • Determines policies necessary to conform to laws governing confidentiality of tax information and establishes procedures which regulate access;
  • Identifies technologies for effective, efficient and secure processing and storage of tax information; 
  • Serves on agency committees to implement improvements to agency operations; 
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • Serves as the agency IRS liaison;
  • Serves as the agency point of contact for other tax jurisdictions and State of Connecticut agencies;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of business and public administration with emphasis on effective organization, administration and management; 
    • auditing procedures; 
  • Knowledge of
    • management principles and techniques;
    • relevant state and federal laws, statutes and regulations;
    • government accounting practices and controls; 
  • Skills
    • interpersonal skills;
    • oral and written communication skills;
  • Considerable ability to interpret and apply statutes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in a combination of fiscal auditing and management analysis with some involvement with the public sector.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in business administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in business administration or public administration may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.
