PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Central Office of Maintenance or a District Maintenance Office this class is accountable in an assigned district for independently performing a full range of tasks in the inspection of work performed under permit or of road conditions involving traffic regulatory measures.

SUPERVISION RECEIVED

Works under the general supervision of an employee of higher grade.

SUPERVISION EXERCISED

May lead lower level employees as assigned.

EXAMPLES OF DUTIES

  • Reviews permit applications, bonds, insurance certificates and plans and specifications prior to construction;
  • Participates in pre-construction meetings;
  • Inspects work affecting state highways by property owners, public utilities, municipalities, general contractors and other state agencies performed under permit to insure compliance with permit specifications, safety procedures and state and local regulations;
  • Recommends field changes;
  • Verifies completion of permit work;
  • Investigates complaints and conducts inspections pertaining to following: illegal encroachments, cross culvert and drainage system installations and new project initiations, major traffic generators and other related matters;
  • Prepares drainage project estimates;
  • Makes recommendations for improvements pertaining to traffic related matters;
  • Reviews roads scheduled for resurfacing;
  • Prepares pre-construction and progress reports;
  • Coordinates traffic services memoranda and maintains records;
  • Maintains contact with other departmental and outside officials regarding projects;
  • May assist agents of higher grade with investigations;
  • Performs related duties as required.

  • Knowledge of principles and practices of highway engineering as applied to construction, reconstruction, maintenance, drainage or traffic;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of field work in highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in the inspection of highway construction, reconstruction, maintenance and/or drainage projects or traffic control studies.

NOTE: For state employees this is interpreted at or above the level of Transportation General Supervisor (Maintenance) (Bridge) (Signs and Markings), Transportation District Electrical Supervisor, Transportation Engineer 1, Transportation Maintenance Planner 1, Transportation Maintenance Crew Leader (Highway Maintenance) (Bridge Maintenance) (Electrical Maintenance) (Tree Maintenance) (Signs and Markings), Transportation Supervisor (Bridge Maintenance), Transportation Landscape Designer 1, Qualified Craft Worker (Electrical) or Transportation Maintainer 4.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience and Special Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

COMPENSATION GUIDELINES

  • The classification of Transportation District Services Agent 1 is assigned to Salary Group FS 19a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 20.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
