PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Revenue Services, Audit and Compliance Division this class is accountable for administering the programs and operations of the division.
SUPERVISION RECEIVED
Receives executive direction from the Commissioner, Deputy Commissioner or other administrative official of higher grade.
SUPERVISION EXERCISED
Administers programs and operations of division; directs all staff.
EXAMPLES OF DUTIES
- Administers staff and operations of the division including all field and office audit programs and establishment and maintenance of supporting administration;
- Oversees development, administration and implementation of division programs and special projects such as Data Warehouse, Suspense Tax Book and compliance activities related to the Master Settlement Agreement;
- Develops, implements and evaluates policies, goals and objectives;
- Designs and develops programs and activities;
- Implements new procedures and procedural revisions;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Designs and implements performance review standards for staff;
- Prepares budget;
- Maintains contacts with individuals within and outside of division who might impact on policy or program activities;
- Recommends revisions to Connecticut tax statutes;
- Prepares periodic written and oral reports for Commissioner on matters such as status of audits in process, audits completed and status of revenue production resulting from audit work;
- Acts on behalf of Commissioner as necessary;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Twelve (12) years of professional experience in business or public administration, auditing and/or accounting.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a managerial capacity accountable for planning, analysis and implementation of major tax audit or compliance programs.
NOTE:
- Managerial capacity is defined as formulating program goals and objectives, developing and implementing program procedures, initiating program policies and developing and maintaining a budget.
- For state employees this experience is interpreted at the level of a Tax Division Chief.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training in accounting or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
- A Master's degree in accounting or business administration may be substituted for one (1) additional year of the General Experience.
- A law degree from an accredited school of law or certification in any of the following may be substituted for one (1) additional year of the General Experience: Certified Public Accountant, Certified Internal Auditor.
