PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation, Bureau of Public Transportation this class is accountable for assisting the Transportation Public Transit Administrator in the direction of public transportation operations, facilities construction and maintenance or support services in the office of Rails or Transit Operations.

SUPERVISION RECEIVED

Receives administrative direction from the Transportation Public Transit Administrator.

SUPERVISION EXERCISED

Directs staff as assigned.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations of the Offices of Rails or Transit Operations;
  • Assists in formulating, recommending and directing implementation of policies, standards of performance and procedures necessary to achieve satisfactory levels of passenger and freight service in the State; 
  • Administers contracted public transportation services to ensure compliance with specifications; 
  • Oversees review, negotiation, processing and distribution of facility improvement agreements with contractors, federal and other state agencies; 
  • Manages organization, budgeting and coordination of the State public transportation improvement program including engineering, design and construction inspection of facilities, track and rolling stock; 
  • Plans and prioritizes improvements within constraints of legislative authorization for maximization of benefit and/or cost to the State; 
  • Assists in monitoring public transportation operations and makes recommendations for rights of way improvements or improvements in equipment utilization; 
  • Coordinates rights of way transactions involving acquisitions, abandonments, leases and easements; 
  • Recommends and oversees enforcement of regulations for implementation of statutory responsibility; 
  • Administers state participation in federal rail and transit safety programs; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of relevant state and federal laws, statutes and regulations pertaining to public transportation operations;
  • Knowledge of and ability to apply management principles and techniques to public transportation operations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in public transportation operations or other transportation related large scale programs or projects.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity with responsibility for planning, implementing or coordinating transportation activities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents may be required to possess licensure as a Professional Engineer (PE) from the Department of Consumer Protection State Board of Examiners for Professional Engineers consistent with C.G.S.§20-302.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents in this class may be required to travel.
