PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Administrative Services and Correction this class is accountable for assisting in the design and implementation of statewide telecommunications systems and coordinating activities between State agencies and telecommunications vendors.
SUPERVISION RECEIVED
Works under the general supervision of an employee of higher grade.
SUPERVISION EXERCISED
May supervise or lead assigned technical staff.
EXAMPLES OF DUTIES
- Designs, selects, configures and coordinates installation of large scale statewide telecommunications and data communications systems and technologies for state agencies;
- Prepares annual reports;
- Monitors common carrier tariffs and proposed state and federal communications regulations that impact on agency projects;
- Prepares cost benefit analysis of new or enhanced communication systems;
- Coordinates efforts between State agencies and various telecommunications vendors;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- computer and teleprocessing equipment and systems;
- the principles, problems and techniques of teleprocessing operations and telecommunications hardware, related software, and data links;
- Knowledge of
- mainframe based software tools used in daily operations of a network control center;
- divestiture regulatory issues;

- analyze and resolve complex telecommunication problems;
- plan, organize and coordinate multi-agency programs.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in data processing and telecommunications operations, programming, or systems analysis.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Four (4) years of the General Experience must have been in the area of teleprocessing systems design and planning.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training in computer science, electrical engineering, physics, applied math, or telecommunications may be substituted for the General Experience on the basis of fifteen (15) semester hours equals one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
