PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation this class is accountable for administering the programs and operations of the Office of Research and Materials.
SUPERVISION RECEIVED
Receives administrative direction from the Transportation Chief of Engineering and Construction Services or an administrative official of higher grade.
SUPERVISION EXERCISED
Administers programs and operations of the Office of Research and Materials; directs all staff.
EXAMPLES OF DUTIES
- Administers staff and operations of the Office of Research and Materials;
- Develops, implements and evaluates policies, goals and objectives;
- Designs and develops programs and activities;
- Approves materials, engineering and other specifications prior to inclusion in contracts;
- Implements new procedures and procedural revisions;
- Determines appropriate staffing levels and directs management and coordination of staff;
- Designs and implements performance review standards for staff;
- Prepares office budget and monitors office expenditures;
- Maintains contacts with other operating units, local, state and federal transportation agencies, legislature, academic institutions and private sector organizations;
- Provides technical advice on research and materials issues;
- Reviews and recommends legislation;
- Oversees and coordinates contracted activities performed by outside sources;
- Directs preparation of annual Work Program;
- Represents department in response to media inquiries;
- Leads the recruitment and hiring of staff, including outreach, interview and selection;
- Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of professional experience in the planning and execution of complex transportation engineering projects.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Three (3) years of the General Experience must have been in a supervisory capacity with responsibility for research, materials testing, pavement management, soils and foundations or in a closely related engineering technical field.
NOTE:
- Supervisory capacity is interpreted as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
- For state employees this experience is interpreted at the level of a Transportation Supervising Engineer (Construction Engineering).
SPECIAL REQUIREMENTS
Incumbents in this class must possess Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302.
