PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation, Bureau of Finance and Administration, this class is accountable for administering the programs and operations of the Office of Finance.
SUPERVISION RECEIVED
Receives executive direction
from the Deputy Commissioner of Transportation, Bureau of Finance and Administration or other administrative official of higher grade.
SUPERVISION EXERCISED
Administers programs and operations of bureau; directs all staff.
EXAMPLES OF DUTIES
- Manages fiscal or administrative portion of business and administrative management activities of bureau;
- Reviews financial management procedures and recommends policies;
- Prepares summaries, recommendations and progress reports on programs of department;
- Assists in reviewing administrative operations for conformance to both statutory requirements and departmental rules and regulations;
- Provides fiscal and administrative advice to Deputy Commissioner, Bureau of Finance and Administration and provides technical advice and assistance to component bureaus of department;
- Makes reviews of legislative matters relating to fiscal operations of department;
- Leads the recruitment and hiring of staff, including outreach, interview and selection
- May represent department in contacts with other public and private agencies, boards and commissions;
- Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
- Considerable knowledge of
- and ability to apply management principles and practices;
- relevant state and federal laws, statutes and regulations;
- Knowledge of accounting and fiscal management principles and practices including some knowledge of governmental accounting;
- Considerable

- Ability to plan, organize, integrate and manage an administrative organization.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of
fiscal/administrative functions (e.g. accounting, accounts examining, budget
management, grants administration, personnel, payroll, purchasing) at least one
(1) of which must be an accounting or budgeting function.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the
General Experience must have been in a managerial or supervisory capacity.
NOTE:
- This capacity is
interpreted as planning, supervising, organizing, directing and/or controlling
resources of a major subdivision of an agency or organization.
- For state employees this
experience is interpreted at the level of a Fiscal/Administrative Manager 2 or
Principal Budget Specialist.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
- College training may be
substituted for the General Experience on the basis of fifteen (15) semester
hours equaling one-half (1/2) year of experience to a maximum of four (4)
years.
- A Master's degree
in business or public administration may be substituted for one (1) additional
year of the General Experience.
